The delivery order was awarded on a limited-sources basis under FAR 8.4, Only One Source (except brand name). Business Interiors was the only source capable of providing the required furnishings and services at the required level of quality because it was already integrated with the City of Hoover’s concurrent NCFI facility-expansion project. Its project-specific furniture layouts, approved product configurations, infrastructure coordination, and installation sequencing were necessary to ensure compatibility with the facility’s architectural plans, fixed furniture, power and data connections, construction schedule, and installation activities. Use of another vendor would have required duplicative site surveys, design and engineering coordination, product matching, and separate delivery and installation planning, creating increased cost, schedule delay, and integration risk.
