Evaluations, Assessments, and Support Services (EASS)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC)’s EASS draft solicitation. The principal purpose of this requirement is to acquire support services for the Science Office for Mission Assessments (SOMA), located at NASA Langley Research Center. SOMA is responsible for the management and oversight of evaluations, assessments, analyses, and other support services for the NASA Headquarters Science Mission Directorate (SMD). The scope includes proposal/Phase A reports; evaluations for SMD Announcements of Opportunity (AO) flight investigations; assessments for independent reviews of investigations and programs; analyses related to assessment and evaluations; and other contractor support services as specified in individual TOs. The EASS procurement is essential for the advancement of the NASA Science Plan, A Vision for Scientific Excellence. This contract directly supports SOMA and SMD. The contractor ensures that all work is objective and meets all requirements regarding organizational and personal conflicts of interest and limitations of future contracting as defined by this contract and as further defined in individual TOs where necessary. This contract supports NASA’s most urgent and important science needs, and without this contract, SMD would be unable to execute its extensive scientific commitments and achieve NASA’s science priorities. Rental of Secure Storage Facility for ICE/ERO/Buffalo Field Office
DETENTION COMPLIANCE AND REMOVALS
The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Buffalo Field Office requires secure storage for its Special Response Team (SRT) assets. These assets are currently held at the secure storage facility operated by the Town of Lancaster, NY at the Lancaster Police Department (LPD) facility located at 525 Pavement Road in Lancaster, NY. Approximately $500,000.00 of agency assets are stored at this facility. Storing these agency assets at any other secure storage facility in the Buffalo, NY metro area would present a significant logistical challenge with respect to the coordination of the pick-up/drop-off of assets at the two ICE/ERO facilities (Buffalo Field Office in downtown Buffalo and the Buffalo Federal Detention Facility (BFDF) in Batavia, NY) located within the ICE/ERO Buffalo Area of Responsibility (AoR) . It is therefore necessary to continue to utilize the LPD secure facility to store all SRT assets in a central location between the ICE/ERO Buffalo and Batavia facilities. The LPD facility is within close proximity (five miles) of the Buffalo-Niagara International Airport. Proximity to the airport is required because of the many times SRT is deployed to assist ERO flights at the airport. Based upon the Market Research conducted by ICE/ERO/Buffalo Field Office, and a consideration of available commercial sources and law enforcement organizations within 10 minutes (or around 5 miles) of the Buffalo-Niagara International Airport, the Contracting Officer has determined the Lancaster Police Department (LPD) is the only source that can meet the specifications stated in the Statement of Work (SOW) to provide secure storage for ICE/ERO/Buffalo Field Office SRT assets.

Batavia Detention Infrastructure
DETENTION COMPLIANCE AND REMOVALS
ICE ERO requires a temporary detention structure to safely house up to 100 detainees of all security levels. The structure shall be located and placed in the area proposed by the contractor within the confines of the existing detention facility. The structures and services shall conform to the most current version of the Performance-Based National Detention Standards 2011, with 2016 revisions. The structure must also meet all American Correctional Association requirements and all applicable DHS/ICE policies and procedures. The contractor shall provide all necessary systems, equipment, supplies, labor, infrastructure, and support of sufficient size and scope to safely house and service a population of up to 100 detainees. The contractor shall meet all requirements outlined in the applicable standards and the performance work statement. The contractor shall provide and install self-sustaining utilities. The temporary structures shall not tie into existing water, sewage, electrical, or other facility infrastructure unless expressly authorized by the Government. The contractor shall provide turnkey housing and medical structures, including flooring and other features necessary to support up to 100 detainees using double-bunk configurations. The contractor shall furnish all installation support and equipment related to the temporary detention structure and integrated medical structure. The contractor is responsible for installation oversight, management, supervision, trained personnel, materials, supplies, licenses, permits, and all other resources necessary for the project. The contractor shall purchase ICE Health Service Corps furniture, fixtures, and medical equipment as a one-time purchase, maintain such items as required, and provide an initial order of medical office and medical supplies, with ongoing purchases as needed.
