Phase 1 Breakwater. This contract involves constructing the initial phase for the restoration of Deer Island, specifically restoring the extension of the rock breakwater structure known as Katrina Key, approximately 12,000 feet, to soften the effects of normal wave erosion. This restoration includes placement of armor layer stone or bioengineered reef as the breakwater and associated geocomposite placement to return Katrina Key to near historical 1850’s dimensions. Offerors are hereby advised that all references to the FAR and DFARS within this solicitation pertain to the new Revolutionary FAR Overhaul (https://www.acquisition.gov/far-overhaul/far-part-deviation-guide). While much of the verbiage has remained consistent with the previous version of the FAR and DFARS, there are notable differences. This part must be identical to what is in use to be avalid replacement. Acceptance of any item other than the original equipment would require that testing be completely reaccomplished. The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm-Fix Price, sole source contract on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to Hologic Sales and Service, LLC, 250 Campus Drive, Marlborough, Massachusetts 01752, under the authority of 41 USC 1901, as implemented in Revolutionary FAR Overhaul (RFO) 12.102 – Restricting competition. This requirement is for annual preventative, and unscheduled maintenance and repair services to allow for the continuous and efficient functioning of a Hologic Panther Fusion system currently in use by the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). Annual preventative maintenance services shall include the instrument manufacturer’s recommended maintenance. Hologic Sales and Service, LLC maintains proprietary ownership of their equipment and all associated operational software. BSA is procuring the Integration of a Low-Temperature SPM into a Multiprobe UHV Surface Analysis System. The requirement form and/or function supports the design and development of a lowtemperature scanning probe microscope (LT-SPM) and its integration into the existing multiprobe system without compromising or sacrificing any original system functionality. The LT-SPM will include a new SPM scanner, a sample stage with seven additional electrical contacts, a removable magnetic field assembly, required internal electronics, and all necessary wiring and cabling, while utilizing an existing cryostat previously purchased from the same Supplier for a prior LT-STM system. All SPM cabling will be compatible with the existing Scienta Omicron MATRIX SPM controller. In addition, A UHV SPM chamber will be designed and built by the Supplier in close collaboration with CFN staff to ensure full compatibility with the existing multiprobe system, enabling smooth sample and STM tip transfer between chambers and reliable SPM operation under UHV conditions. The Supplier will install all new components within the cryostat at CFN, including internal electronics, wiring, and cabling, and will perform system performance and quality tests on an Au(111) crystal or graphite surface to demonstrate atomic resolution for both STM and AFM.
