Newham Best Start Family Hubs Befriending, Navigation and Peer Support Service

London Borough of Newham

The London Borough of Newham is looking to commission a new Voluntary, Community and Faith Sector (VCFS)-led befriending and navigation service, to complement our existing Best Start Family Hubs offer. This service should be flexible and accessible, supporting Newham families from pregnancy to age five. We are particularly interested in commissioning a model with multi-channel access, for instance with a telephone helpline and additional options such as text, WhatsApp, web-based or other virtual channels. The intention is that the service would combine informal emotional support, 'a listening ear', with practical advice, including signposting and referrals. The overall aim is to reduce isolation, build parental confidence, engage seldom heard groups, and support families to navigate local services and systems. This service will utilise a peer support approach that reflects Newham’s diverse communities, recruiting and training local volunteers to deliver elements of the offer. We would expect the service to connect closely into the Best Start Family Hubs network, enabling warm handovers and ongoing light-touch support until families are successfully linked into wider provision. Alongside the core phone offer, we are also interested in how providers might use outreach, community engagement and digital channels to extend reach, particularly to underrepresented groups who may not access traditional services.

Recruitment Agency Support

LOW CARBON CONTRACTS COMPANY LTD

Low Carbon Contracts Company (LCCC) have an upcoming requirement for recruitment agency support, for hiring quality staff into predominantly IT and Finance roles. LCCC have an in-house recruitment team, who successfully fill most vacancies through direct sourcing. Internal forecasting suggests that we will be recruiting for 62 specialist roles across FY27/28, FY29/30 and FY30/31, which we may find challenging to source through our typical methods. To assist with the recruitment of these roles, we require recruitment agencies with specialist market expertise to support with the hiring of permanent roles, alongside some Fixed Term Contracts or interim roles. Our aim is for the agencies to provide a means to recruit high-quality talent, through their passive candidate networks and up-to-date candidate availability data (particularly for FTC and interim talent where agencies have greater visibility of contract end dates and immediate availability). We anticipate that two thirds of these 62 vacancies across the 3 financial years will require specialist agency support, equating to an estimate of 41.33 across the 3 years, or 20.7 roles per year. Please see below the total forecast 62 roles we are likely to require QA, Software and Data Engineering, Infrastructure and DevOps: 30 Finance roles: 20 Policy roles: 9 Principal Contract Manager roles: 3 It is desirable that the agencies will also be able to support future ad hoc specialist hiring requirements arising from organisational growth, emerging business priorities/ business transformation activity, FTC workforce requirements and unforeseen workforce demands across all directorates, as may be required.
