The insurance policy shall be valid for a period of twelve (12) months and should provide protection against accidental damage, theft, fire, natural disasters, and third-party liabilities in accordance with standard comprehensive motor vehicle insurance requirements. The selected insurer should also demonstrate efficient claims handling, customer support, and compliance with all applicable insurance regulations in Malawi.

This tender will be run through the UNICEF e-submissions system. EOF, in partnership with Namibia's Ministry of Education, Innovation, Youth, Sports, Arts and Culture (MEIYSAC), is developing an Outcomes Partnership for Early Childhood Development (ECD), with an initial target budget of USD 12 to 15 million. Using the Outcomes-Based Financing (OBF) model, funding from Government, philanthropy and corporates is paid to Implementing Partners only once results are independently verified. The programme's primary objective is to finance measurable improvements in ECD centre registration, quality, nutrition and child development outcomes. It is structured around two complementary components, sized to available funding: Quality Improvement: delivers a full, comprehensive package of services to a defined set of centres over the full implementation period, to improve centre quality, nutrition and child development outcomes, and to generate evidence on what works and on cost-efficient use of the government grant. Registration Readiness: brings targeted support to a larger number of centres to help them meet Government's registration and safeguarding threshold, and may verify that registered centres are using the ECD grant as intended. Alongside these direct outcomes for children, the programme is designed to strengthen government M&E systems, NGO capacity to deliver within performance-based funding models, and a fully functioning ECD grant system that lays the foundations for future outcomes-based contracting. The programme runs, in principle, for a three-year implementation period from 2027 to 2030, with launch expected in Q2 to Q3 2027. Purpose of this Expression of Interest EOF and MEIYSAC are seeking Expressions of Interest (EOI) from Implementing Partners, Impact Investors and Technical Support Partners interested in the programme. Applicants will be selected through a two-stage process: this EOI, followed by a Call for Proposals (CFP). The United Nations Procurement Division (UNPD) invites qualified and experienced firms to submit proposals for the design, fabrication, and delivery of ten (10) LED retrofit modules intended for existing Metal Halide and Tungsten Halogen downlight and directional fixtures installed in the General Assembly Hall of the United Nations Headquarters (UNHQ), located at 405 East 42nd Street, New York, NY. The project encompasses the development and manufacture of prototype retrofit modules, including all necessary engineering and testing, as well as the subsequent production of approved units in accordance with the United Nations' design, performance, and installation requirements. The retrofit solution must maintain the aesthetic and lighting characteristics of the existing fixtures while improving energy efficiency, reliability, and maintainability. The retrofit modules must be installed into box housing with top relamp lid. Duration: The prototype LED retrofit modules shall be designed, manufactured, delivered, and submitted for review and approval no later than November 2026. Subject to successful prototype evaluation and approval by the United Nations, full-scale production is anticipated to commence in January 2027 and continue through June 2027, following a phased implementation. Additional Information: Further details regarding the project scope, technical requirements, deliverables, schedule, and evaluation criteria will be provided in the Solicitation Documents. The UN reserves the right to issue the final solicitation documents only to those prospective Vendors that respond to the EOI, and are deemed qualified upon meeting the specific requirements mentioned in the below section.
