TfL require the provision and delivery of fuel to operate the TfL Woolwich Ferry service by both barge and/or small road tanker. The service uses approximately 780,000 litres of fuel annually across both vessels. Woolwich Ferry operates two ferries linking Woolwich and North Woolwich across the Thames. The ferry is a free service and the vessels used carry pedestrians, cyclists, cars, vans and lorries. TfL are considering a number of fuel types. Alongside the Low-Sulphur Distillate Oil (LSDO), TfL are also considering alternate fuel types subject to specification/standards development and vessel suitability. This preliminary market engagement notice is issued to understand market interest, capacity and capability. TfL seeks feedback on fuel types, specifications, delivery capability and standards.

Recent staff survey completion rates have declined from 43% in 2021 to 31.6% in 2023, with a target of 50% completion rates going forward. Internal insight shows high willingness to participate, but key barriers include concerns about anonymity, limited visible action following surveys, accessibility challenges, and overly complex reporting. The Ministry of Defence (MOD) relies on a diverse and often legacy set of physical security technologies—including access control systems, CCTV, intrusion detection, and perimeter security solutions—to protect personnel, infrastructure, and sensitive assets across a wide and geographically dispersed estate. The current technology landscape is fragmented, with a variety of systems installed over time without consistent standards, interoperability, or integration. This fragmentation creates several critical issues: • Limited interoperability and integration: Existing systems typically operate in isolation, preventing real-time data sharing and a unified operational view of security across sites. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD’s ability to derive insights, predict threats, and optimise resource allocation. As threats become more complex, hybrid, and technologically advanced, the current physical security technology solution is not adequately positioned to deliver a coherent, scalable, and future-ready defence posture. The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.

This is a notice for the provision of a Stop Smoking Service in Sefton. Sefton Council is looking to appoint a Provider to deliver a comprehensive Stop Smoking Service that supports individuals to quit tobacco use and prevents the uptake of smoking. The service will run for a period of 4 years from the 1st of April 2027, with the option to extend for a further 4 years (plus 2 years, followed by plus 1 year), subject to evidence of satisfactory ongoing performance and value for money. The estimated lifetime value of the contract including extensions is £4,931,268 and a breakdown per year is provided in section 12, pages 37 and 38 of the service specification. The Design and installation of a low carbon heating system

• The Council’s main offices extend to approximately 50,000 square feet and are occupied primarily as office accommodation between 08:00 and 18:00, Monday to Friday, with some out of hours use. • The building is of traditional construction with stone walls, steel frame elements and extensive glazing. The roof structure comprises timber purlins with slate coverings, alongside glazed atria and areas of flat roof. • Heating is currently provided by a series of gas fired boilers (installed within the last five years) serving a wet central heating system comprising a primary distribution loop feeding smaller bore pipework and conventional radiators throughout the building. • There is a central air handling unit serving two large atria. • Local air conditioning units serve some meeting rooms, the council chamber, and critical areas including the server and network rooms which operate continuously. • Hot water is predominantly generated by local electric water heaters. Existing Energy Infrastructure • In 2024 the Council installed a 150 kW solar PV array alongside approximately 180 kWh of battery storage. • Annual electricity generation from the array is approximately 145,000 kWh. • Grid electricity consumption is approximately 205,000 kWh per year in addition • Gas consumption is approximately 425,000 kWh per year. • Heating demand is strongly occupancy driven, with peaks of approximately 28–34 kW during morning warm up periods and typical daytime loads between 16–24 kW. Project Aim • The Council is seeking to significantly reduce its reliance on gas and improve the environmental performance of the building. • This engagement will help explore viable options for the deployment of heat pump technology and associated system upgrades. • The Council is open to a range of approaches and is seeking a design led solution tailored to the building and its operation as well as the existing plant infrastructure in place.
