Advanced Information Warfare Antennas (AIWA) Request for Information (RFI)
NAVAL INFORMATION WARFARE SYSTEMS
The Naval Information Warfare Systems Command (NAVWAR), in support of the Portfolio Acquisition Executive Mission Systems (PAE MS) AIWA program, is issuing this RFI to conduct market research. The Government is seeking to assess industrys current and projected capabilities to support Full Rate Production (FRP) of the newly designed Very/Ultra High Frequency Transmit Array (V/UHF Tx Array) antenna, High Frequency Direction Finding (HFDF) antenna, New Graywing Antenna Development (NewGRAD) acquisition antenna, and Next Generation AS-4683 Antenna. The primary objective of this RFI is to identify qualified manufacturing sources for a build-to-print production effort. For the purposes of this RFI, industry shall assume the Government will provide a complete Level 3 Product level Technical Data Package (TDP). NOTE: The design and development of the TDP is currently in process. Responses should focus on manufacturing capabilities, quality control, and production capacity rather than engineering design expertise.Respondents are encouraged to provide recommendations related to the delivery of a partial or full solution, covering any or all of the antenna systems described herein for which they have expertise. You are not required to respond to all four antenna systems to submit a compliant RFI response.
Request for Information - Energetics Center of Excellence
W6QK ACC-RI
Request for Information - Energetics Center of Excellence 1.0 Purpose Army Contracting Command–Rock Island, on behalf of Portfolio Acquisition Executive Agile Sustainment & Ammunition and Project Lead Joint Services, is requesting information from industry regarding transformative projects, programs, capabilities, and concepts that would strengthen the Department of War (DoW) energetics ecosystem and resiliency within the Defense Industrial Base (DIB). This Request for Information (RFI) is intended to inform potential use of funding for energetics resilience at Blue Grass Army Depot (BGAD) in Richmond, Kentucky. The Government is intentionally non-prescriptive regarding detailed technical or product requirement through this RFI. Rather, the Government seeks industry input on both defense and commercially executable solutions that address energetic-resiliency challenges through a potential Private-Public Partnership (P3). This request for information is for market research purposes only and is not a formal contract offer. Your response cannot be accepted to form a binding contract, and the Army is not at this time seeking proposals. 2.0 Problem Statement The DoW energetics enterprise faces increasing demand while portions of the supporting industrial base remain constrained by limited domestic capacity, aging infrastructure, legacy manufacturing processes, long qualification timelines, and fragile or concentrated supply chains. These constraints pose a risk to warfighter readiness, ability to rapidly scale during periods of additional demand, and constrain the ability to field next generation munitions. 3.0 Scope and Desired Solutions Industry may propose concepts across the full energetics spectrum or energetics value chain that include discrete projects, multiple coordinated but independently executable project modules, or a master-campus concept involving complementary capabilities. The Government seeks practical, scalable, and commercially sustainable solutions d
Notice of Opportunity (NOO) U.S. Army Reserve, 88th Readiness Division Energy Savings Performance Contract (ESPC)
DLA ENERGY
U.S. Army Reserve, 88th RD has an objective to reduce energy consumption, reduce energy cost, and increase energy resiliency of multiple facilities located in Minnesota and Wisconsin. The 88th RD is seeking to identify additional Energy Conservation Measures (ECMs) that provide measurable energy and cost savings. Potential energy and water saving projects may include but are not limited to: envelope improvements, insulation upgrades, window upgrades, LED upgrades, geothermal heat pumps, lighting, controls, renewable energy generation including photovoltaic solar arrays, retro-commissioning, water conservation measures, heating, ventilation, air conditioning (HVAC) upgrades including boilers, furnaces, split systems, and chillers, battery energy storage systems (BESS), and Hydrogen Fuel Cells and microgrids. Additional ECMs of interest include re-tuning; retro-commissioning and re-commissioning; building automation and control systems; window replacement; minor building-envelope improvements; domestic hot-water system replacement; plug-load analysis and reduction, including refrigerators and freezers; water-leak detection; and other water-efficiency upgrades. The project will evaluate these and other cost-effective opportunities to modernize facilities, improve energy and water resilience, and support the 88th RD long-term energy, water conservation, and resiliency goals (as determined by 88th RD and ARIMD). These efforts align with statutory requirements under 10 U.S.C. 2911 for energy security and resilience, and 42 U.S.C. 8287 through the Department of Energy’s (DOE) Fourth-Generation Energy Savings Performance Contract (ESPC) Indefinite Delivery Indefinite Quantity (IDIQ) contract. Responses to this NOO must be received no later than 02 November, 3:00 p.m. (Ft. Belvoir, VA local time) . Responses must be completed and submitted to the following email mailbox: DLAEnergy-ESPC@dla.mil
