Provision of Cambridge City Centre District Heat Network

Since June 2023 Cambridge City Council has been working with consultants and academic partners to develop an Outline Business Case for a City Centre District Heating Network. Detailed Project Development has now completed, proposing a low carbon network using air source and river source heat pumps, and supported by a transition to electric boilers from gas boilers to supplement peak heat demand. This work has been brought forward through a partnership between the City Council, the County Council, and 19 Academic institutions with significant heating demand in the city centre. Connections to many of these partner heat loads now forms the basis of the Minimum Viable Product identified for delivery through a Partner-invested Joint Venture Partnership, and with strategic ambition to expand such a network across the City in the long term, informed by an informal Heat Zoning review which has also been completed. A Cambridge City Centre Heat Network represents a timely and valuable opportunity for Cambridge's academic institutions and public-sector organisations, who all share ambitious decarbonisation goals, and we are now seeking expressions of interest from potential partners who wish to be appointed to the established partnership to provide Design, Build, Operation and maintenance Services, inclusive of metering and billing. We feel that establishment of a new district heating network in a city of Global significance is a momentous opportunity, and we wish to procure a DBOM partner who shares our vision and understanding of the opportunities which this may bring. Wirral Council is undertaking early market engagement to help shape the future design of our health and wellbeing services for ethnic communities across Wirral. Public Health aim to engage service providers who can deliver initiatives that improve health and wellbeing outcomes for ethnic minority communities across Wirral. These communities experience a range of daily challenges and barriers that increase widening health inequalities. This Pre-Market Engagement (PMQ) exercise forms part of the Council's commissioning process and will support informed, strategic decision-making in advance of the re-procurement for both the Migrant Wellbeing Project and the Ethnic Minority Health Improvement and Inequalities Programme, which are due to expire in March 2027. Subject Matter Wirral's ethnic population includes people not born in the UK who have arrived here through a variety of immigration routes including asylum seekers and refugees, as well as economic migrants and visa holders. Many individuals from minority ethnic backgrounds experience stigma, discrimination and racism. These factors create further external barriers, deepen inequalities and contribute to poorer mental health. We are inviting providers to share their ideas, innovations, and capabilities to help us shape the future of Migrant Health in Wirral. Lichfield District Council are looking for suppliers of software to manage its new Building Safety Levy responsibilities, including recording, collecting and paying the levy on behalf of the Central Building Control Partnership councils. The partnership is a shared Building Control service consisting of six councils across the West and East Midlands, which is hosted by Lichfield District Council. It is important therefore that any data stored in systems is identifiable by council area, and can be easily extracted if local government reorganisation leads to changes within the partnership. Consideration may be given to software that includes a back office system for Building Control, provided it can be linked to other existing software in other teams such as Land Charges.

The Authority is seeking to put in place a Framework and appoint one Framework Member to deliver services. This Framework is for the provision of Services for Severe Weather Emergency Protocol. Nottingham City Council is looking for a Supplier of Services/staff (referred to as Staff) to provide a high-profile visible presence at Sites where required. Staff are required on Site within 48 hours of notification of severe weather. The Successful Supplier will supply of suitable Staff with uniform and equipment to provide a static presence at the required Sites. The word 'static' refers to the Staff being based at one Site. At least one member of Staff to remain in the room with service users at all times. The Supplier is to ensure a contract manager/supervisor is available to manage and supervise Staff, including key-holding requirements, including all the associated operations and activities undertaken by such Staff, in accordance with the Contract requirements. During severe weather, multiple shared sleeping Sites will open within the Nottingham City Boundary. These Services will provide safe, warm shelter for rough sleepers for the duration of the severe weather. Staff are required on Site at all times to ensure the safety of Service Users. Suppliers are required to have experience in working with homeless people/rough sleepers AND people with additional needs such as drug/alcohol addiction and mental health issues. It is important to note that this is not a 'security' contract. The Service is to ensure that eligible Service Users can have somewhere to sleep, feel safe and where applicable be signposted to other relevant services. It is also not a request for temporary/agency staff. This is a below threshold procurement as it is under light touch special regime contract as per Sections 8 and 9 of the Procurement Act 2023. The aim of the service will be to allow offenders to develop social and domestic life skills for independent living which allow them to develop a long-term resilience for a crime-fee life. The service will provide support on housing and benefit matters and will promote rehabilitation, reintegration, education, training and employment opportunities to encourage career development. The Service Provider(s) will work in conjunction with the Council’s Justice Service to support an Individual’s Case Management Plan and will assist the individual in maintaining routines and structure for daily living.
Sensory Impairment Rehabilitation Service in Herefordshire - Market Engagement RFI

Herefordshire Council is undertaking a preliminary market engagement exercise in accordance with the Procurement Act 2023 and is issuing this Request for Information (RFI) to identify organisations with the capability and interest to provide a Sensory Impairment Rehabilitation Service for adults with visual impairment, hearing impairment and/or dual sensory loss across Herefordshire. The service is expected to provide specialist sensory impairment rehabilitation support that promotes independence and enables people to manage the impact of sensory loss on daily living, communication, mobility, access to information, and social participation. The purpose of this RFI is to help the Council better understand the current market, including available service delivery models, innovative approaches to provision, market capacity, and supplier interest in a potential future procurement opportunity. The Council is currently considering arrangements for a new contract, anticipated to commence in February 2027. The contract term has not yet been determined; however, the Council is currently considering a contract duration of up to 5 years. As the service specification is currently under development, the Council welcomes responses from organisations with relevant expertise and experience. Information gathered through this RFI will be used solely to inform the Council's commissioning intentions, service design and procurement approach. This RFI does not constitute a call for competition, invitation to tender, award procedure, or commitment by the Council to undertake any future procurement exercise.

Design, manufacture and delivery of cooling system for CHIMERA Magnets SAT (THOR)

CHIMERA is a planned test rig that aims to replicate the conditions inside a nuclear fusion reactor, excluding the radiation component. Magnets (static and pulse/vertical field magnet) are to be installed as part of the first phase of CHIMERA’s installation (dubbed “THOR”). Cooling systems will need to be implemented to continually maintain four cryogenic compressors for the static magnet (SM), and to cool the VFM.

The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific contractual component expected to receive approximately £30 million (£6 million annually). Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027.
Framework for Purchase, Installation and Maintenance of Road Traffic Safety Cameras

The framework comprises of the purchase and maintenance of Road Traffic Cameras (Speed, Red Light and Average Speed) along with the remedial maintenance and purchase of non-operational camera housing across the West Yorkshire region. Kirklees Council is part of the West Yorkshire Safety Camera Partnership comprising West Yorkshire Police, West Yorkshire Magistrates Court Service, Highways England and 5 local authorities (Bradford, Calderdale, Leeds and Wakefield are the other 4). The framework will consist of 5 Lots: Lot 1 - Purchase and Maintenance of Speed Cameras Lot 2 - Purchase and Maintenance of Average Speed Cameras Lot 3 - Purchase and Maintenance of Red Light Cameras Lot 4 - Purchase and Maintenance of Combined Red Light and Speed Cameras Lot 5 - Remedial Maintenance Lots 1-4 will include a call-off mechanism for purchasing both individual cameras and multiple units. The successful supplier will also be responsible for maintaining each camera for up to 10 years. All cameras must include a 12-month warranty, with additional maintenance packages available for years 2-5 and 6-10. Lot 5 will include safety inspections, painting, damage repair and removal of all older cameras in the West Yorkshire area.

ITT 43/2026 - PEACEPLUS Collaborative Interaction Programme - Sustaining Cross Community Relationships

As part of the PEACEPLUS Action Plan, NMDDC will deliver a series of Collaborative Interaction Programmes under Strand 2 – Thriving and Peaceful Communities. Strand 2 comprises eight priority projects that collectively aim to build capacity, develop leadership, strengthen cross community relationships, provide social and emotional support, and deliver inclusive events, festivals, and community justice initiatives. Within this strand, the Sustaining Cross Community Relations Programme seeks to build on the relationships, trust, and learning developed through previous PEACE and Council programmes. The programme will consist of seven standalone projects, one in each District Electoral Area (DEA), and will focus on engaging individuals and communities who have been less involved in peacebuilding to date—particularly those living in or affected by contested spaces. To deliver seven standalone cross community projects—one in each DEA—engaging individuals and communities who are not typically involved in peacebuilding. Through structured contact, facilitated dialogue, and capacity building, the programme will strengthen relationships, empower communities, and support the development of shared visions for local areas. This work will contribute to the gradual removal of psychological and physical barriers and promote long term reconciliation. The programme will also help communities identify key issues affecting them, create safe opportunities for dialogue, and address behaviours or tensions that may exclude or intimidate individuals based on religion, race, or other identity factors.
