Constructing West Midlands - Hard Facilities Management Framework

ACIVICO (DESIGN, CONSTRUCTION AND FACILITIES MANAGEMENT) LIMITED

Acivico's Constructing West Midlands team are procuring a Framework (CWM FM) for all types of Hard Facilities Management Works and Services. CWM FM will deliver Compliance Programmes, Planned Periodic Maintenance (PPM), Routine Responsive Maintenance (RRM) and Minor Maintenance Works (MMW) to a range of public sector clients primarily across the Greater West Midlands region. The scope of works and services will include all Building and Mechanical and Electrical (M&E) maintenance and repair requirements, including individual reactive Minor Works projects up to approximately £500,000 in value. This will include the Principal Designer and Principal Contractor roles relating to the works under management. Contractors are invited to participate in a market engagement process with CWM by completing an early market engagement questionnaire. The information provided by suppliers will be used to help inform the framework design and procurement strategy. CWM reserve the right to hold further market engagement with selected respondents, which may include in person or online events at CWMs discretion. This Framework is being established to be particularly suitable for small and medium sized enterprises (SMEs). Contractors interested in participating in the procurement process are advised that they must have experience of undertaking Principal Designer or Principal Contractor roles either directly or through their supply partners in order to meet the conditions of participation. It is intended that CWM FM will be a closed framework agreement and that it will be tendered in Lots, with multiple suppliers per Lot. This notice is for information only and CWM and Acivico reserve the right not to proceed to tender or at their absolute discretion to amend the details at the time of issue of any further notice(s) at any other time.

The objective of this tender is to procure brand-new digitisation equipment and accompanying software (with licence) to support the high-quality, digital capture of a wide range of archival and heritage materials of varying size, thickness and weight in this Financial Year. We require a large format floor mounted image scanner (up to A0 size) with a mobile scanning bed. Among other features, it must be capable of manual access, integrated quality control, resolution up to 600PPI optical (however higher levels can be offered) and integrated software with OCR ability. The equipment required includes: • Overhead planetary scanner for fragile, rare, or bound documents like books and maps with a stand mounted camera system to capture images without any contact with the document. • The ability for the scanner to scan oversized documents, such as folios, plans, surveys, maps, atlases, books, illustrations, paintings, sketches and charts. • It should have the flexibility to allow for scanning of historic books that are unable to be fully opened due to their spine integrity and delicate condition. System Depth of Field - should be capable of scanning thick books and folded materials. Cradle/Stage/Platform requirements: • Adjustable bed frame or camera position with manual or automated control • Book cradle table for originals up to 645 mm x 860 mm (>A0) and self-aligning and height-adjustable (motorised) able to accommodate books up to 50 cm thick and weighing up to 50Kgs • Image Quality - Resolution from 300 PPI - 600PPI. Scans need to have even and uniform illumination - even at the image corners and edges. The Scanner requires controlled lighting within book curves to prevent loss of image details. • Conservation lighting - Modern, LED lighting concept (UV / IR and ozone free). The W2BC is part of the wider set of enhancement schemes across the North of England, referred to as the Transpennine Route Upgrade. The key objective of these schemes is to facilitate the economic growth of the North of England through the provision of increased capacities and journey time improvements to rail services whilst achieving value for money. The W2BC Project involves works of a multi-disciplinary nature between Stalybridge and Huddersfield. Project Scope of works includes: Line speed increases, W12 gauge clearance throughout including 3x tunnels, substantial changes to 4x stations, significant volumes of track renewals, signalling work, full route electrification and additional capacity provided by a new third line from Standedge to Gledholt. Stalybridge and Scout Tunnels require significant lowering and the installation of slab track to enable W12 gauge clearance. This is specialist due to the temporary work requirements to ensure stability of the tunnels throughout the scheme and logistical constraints due to the location of the tunnels.

United Utilities Water Limited is launching a competitive flexible procurement process under the Procurement Act 2023 to establish a multi-supplier framework for the purchase, refurbishment, life extension, service, maintenance and repair of specialist wastewater and network vehicles. The procurement is being run as an Invitation to Negotiate rather than through a separate Conditions of Participation Questionnaire stage. Supplier suitability requirements, including financial standing, good standing, sustainability, health and safety, quality and cyber-security compliance, are incorporated within the ITN and assessed on a pass/fail basis. The framework is designed to provide United Utilities with a structured, commercially controlled route to market for operationally critical specialist vehicles used across wastewater networks, treatment works, pumping stations, depots, roadside environments and other operational locations. These vehicles support activities such as sewer cleaning, jetting, vacuum recovery, de-silting, wet-well cleaning, sludge and silt removal, emergency draw-off, industrial cleaning and reactive network support. The tender is split into two specialist vehicle lots. Lot 1 covers Combination Sewer Cleaning Units, including vacuum tanker jetters, compact jetting-vacuum units, Vactor units and high-volume jet-vac units. The initial forecast requirement for Lot 1 is 34 units, although future requirements may vary depending on operational need, asset condition, budget availability and internal approvals. Lot 2 covers High Vacuum Units, with an initial forecast requirement of 3 units. Both lots include not only new vehicle supply, but also refurbishment, life extension, service, maintenance and repair, spares, technical support, documentation, handover, training or familiarisation, and controlled hire contingency support where required. The intended commercial model is ownership-led for the core fleet.

TfGM on behalf of Safer Roads Greater Manchester (SRGM) Partnership is seeking a connected vehicle data provider to collaborate with TfGM's internal teams and partner authorities. SRGM is a multi-agency partnership dedicated to reducing fatalities and serious injuries on Greater Manchester's (GM ) roads by influencing attitudes and behaviours. The Safer Roads Partnership is responsible for countywide functions, as agreed with Greater Manchester partners, including casualty data and analysis, performance monitoring, and safety camera operations. The SRGM Partnership is committed to Vision Zero. Vision Zero represents Greater Manchester's ambition for zero fatalities and life changing injuries (FLCI) on our roads by 2040, whilst increasing safe, healthy and equitable mobility for all. It includes a challenging interim target of 50% reduction in FLCI casualty numbers by 2030, from 2022 levels. The Vision Zero Strategy adopts the Safe System, whereby people, vehicles and the road infrastructure interact in a way that secures a high level of safety. The objective is to deliver a comprehensive suite of analytical services aimed at deepening our understanding of road user behaviour and collision risk. In addition, several further benefits and use cases for connected vehicle data have been identified within TfGM and its partner network. TfGM is therefore looking for a partner who can provide a multi-use source of connected vehicle data. The data will support a range of use cases enabling historic trend analysis, operational insight and real-time intervention.

Natural England is seeking to appoint a suitably qualified and experienced contractor with a demonstrable track record of working on designated sites, specifically Sites of Special Scientific Interest (SSSI) and Special Areas of Conservation (SAC). The appointed contractor will be responsible for the clearance of approximately 2.1 hectares (Gross)of light to mature scrub across three defined work areas within Goss Moor National Nature Reserve. Clearance operations may be undertaken using a combination of mechanical methods (e.g. tree shears/snips) and manual techniques. All arisings will be disposed of via controlled in-situ burning. In addition, chemical stump treatment will be required for all cut stumps exceeding 2 inches in diameter to prevent regrowth. The programme of works is scheduled to commence in late August 2026, with completion targeted for late September 2026. This contract forms part of a wider habitat management programme aimed at removing scrub and semi-mature tree encroachment from priority wetland habitats. There is potential for scope expansion within the same area, subject to the successful delivery of the initial works and adherence to programme timelines. Timely completion will be a key performance indicator, and strong delivery against deadlines may result in the allocation of additional clearance areas under this contract.
