CONTRACT 25/96 OXFORD A&P STORMWATER IMPROVEMENTS AND BAY ROAD DRAINAGE UPGRADE Tenders are invited from suitably qualified contractors for the above contract. This contract is for This contract covers the construction of a swale, a bund, soakage devices, and the installation of stormwater pipes in Oxford. The main tasks involved in this Contract are: Separable Portion A (SPA): Oxford A&P Stormwater Improvements: •Constructing a bund along the northern and eastern boundaries of the Oxford Agricultural & Pastoral (A&P) Showgrounds. •Regrading and reshaping of existing swales within the showgrounds. •Installing an inlet wingwall structure and a new DN450 pipe through 53 and 53A Burnett Street and connecting the pipe into the existing stormwater infrastructure. A DN300 orifice plate will be installed on the inlet to restrict flow into Church Street Reserve, with removal anticipated following downstream upgrades. •Minor localised lowering works at Reids Lane footpath near southern end of eastern Oxford A&P Showgrounds shelter belt. •Remove the existing DN300 pipe and supply and install a new DN450 under Church Street entrance to Oxford A&P Showgrounds, with wingwalls. •Constructing soak pits •Trimming tree branches along the shelter belt as required to form bund •Planting of the bund, including topsoil and grass seeding. SaskPower builds multiple transmission lines and stations (between 69kV and 230kV) each year. Most of the line structures will be steel or wood poles and possibly a few lattice tower structures. Wood and steel poles are typically directly embedded between 3.0m and 5.0m, depending on the pole height. Some steel poles will require different foundation systems, such as concrete or screw piles, based on the soil properties and the loads. Lattice towers will typically require concrete or screw pile foundations. Stations includes apparatus support structures, bus support structures, transformer foundations, control building foundations, termination structures, access roads, site preparation, etc. Foundation types include cast-in-place concrete piles, screw piles, or slab-on-grade foundations Under this RFSQ SaskPower intends to establish a list of suppliers, who have entered a Master Geotechnical Agreement with SaskPower, that SaskPower has determined are qualified to provide any of the type(s) of engineering services required by the SaskPower Transmission Lines Engineering Department. Prequalified Suppliers who are on the List of Prequalified Suppliers may, on an “as, if and when” needed basis, be contacted directly, or asked to compete, to enter into a Statement of Work for the provision of Services, as further described in the RFSQ Particulars (Appendix A).

The Testing and Inspection Consultant will provide comprehensive quality assurance and quality control (QA/QC) services throughout the design, construction, and post-occupancy phases of the Project. The Consultant will supply qualified personnel, specialized testing equipment, and accredited laboratory services to verify that all materials, systems, and construction activities comply with the Ontario Building Code, applicable CSA/ASTM standards, project specifications, and design requirements. Services will include inspection and testing of geotechnical works, concrete, mass timber, structural steel, masonry, building envelope systems, fire and life safety systems, geothermal infrastructure, and site servicing components. The successful proponent will be responsible for developing and maintaining a comprehensive Inspection and Testing Plan (ITP), performing field inspections and laboratory testing, issuing timely field reports and non-conformance documentation, and maintaining inspection and testing records throughout the project. The Consultant will provide verification and certification documentation for critical building systems and assemblies, support deficiency resolution and corrective actions, and deliver all required closeout documentation, including engineering sign-offs, general conformance letters, final testing summaries, and quality assurance records required to support occupancy and long-term facility operations.

The initial construction budget is $18,000,000 CAD, inclusive of construction work, early works, and allowances, but excluding Construction Manager Preconstruction Services.
