Further ancillary works may be asked of the successful Supplier such as: • Surface reinstatement; • Site clearance including vegetation removal; • Pressure grouting; • Sprayed concrete; • Bridge expansion joints; • Structural steel painting; • Temporary works in and/or around water and/or railways; • Waterproofing for structures The Framework will comprise of three area Lots (Work Orders valued up to £750k exc VAT). Supervised Toothbrushing Programme

This is a procurement under the Health Care Services ( Provider Selection Regime) Regulations 2023. There are no specific notices for that procurement regime. The Council will be using the competitive procedure under those regulations. This procurement is to deliver the national Supervised Toothbrushing Programme across Norfolk, in selected early year settings for 3-5 year olds that have been identified using deprivation data by Public Health. Providers will provide coordination of the programme, engage with settings, provide training to staff, data reporting and quality assurance. Please note on 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received – these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that “once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification”. The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Auth

Exeter MRF Plant Upgrade

Exeter City Council is seeking to award a Contract for the design, supply and installation of a brand-new Materials Recycling Facility (MRF) processing line at its depot at Exton Road, Marsh Barton, Exeter, EX2 8NR. The new plant is expected to be able to handle 10,500 tonnes per annum (over 1 x 7.5 hour day shift, 5 operational days per week) of co-mingled or source separated mixed dry recyclable Material. The main aims and objectives for the project are to: 1) Promote sustainable waste management practices 2) Provide cost effective recycling facilities to local authorities and others in Exeter and the surrounding areas. The key performance requirements of the plant include (further detail is included within the procurement documents): 1) The recovered recyclable purity rate (by weight) should meet a minimum of 95%. 2) The recovered purity rate (by weight) should meet a minimum of 97%. 3) The maximum contamination rate of recovered products shall be a maximum of 3% contamination by weight. 4) The minimum continuous throughput of the plan in tonnes per hour will be 7 tonnes per hour. 5) The minimum availability of the plant as a percentage of the required operating hours will be 95% of the total running time period of shift operations. The Authority reserves the right to issue updated version (Modification) of the documents to Suppliers as and when the need arises, in order to reflect the corresponding stage of the Competitive Flexible Procedure, together with any changes to the Procurement or any other new information. The contracting authority also reserves the right following contract award, as reflected in Schedule I of the Procurement Act 2023, to make Modifications (unforeseen at this time) as the contract evolved over the full term of the agreement.
