Service Design for Embedding Positive Cultures in Residential Care across Wales

The contract will be divided into the following two Lots. Social Care Wales intends to appoint one provider per Lot: Lot 1 – Co-design and Test Leadership Support Programme & tools for Adult Social Care Providers Lot 2 – Programme evaluation and impact assessment of the co-design and testing of a new leadership programme and tool for nurturing positive cultures in adult social care services across Wales Suppliers may submit bids for one or both Lots. However, a Supplier may not be awarded both Lots due to an unavoidable conflict of interest (i.e. evaluating their own work). In the event that a Supplier is ranked highest in both Lots, the Supplier will be awarded Lot 1 only. The award for Lot 2 will then be offered to the next highest-ranking compliant bidder Project Phases The Supporting Positive Cultures Programme will be delivered across three distinct phases. Phase 1 has already been commissioned and is underway. Phases 2 and 3 will be delivered through the two Lots commissioned as part of this tender. (a) Phase 1: User Research (completed separately) Phase 1 is currently underway and is due to complete in June 2026. This phase focuses on developing a robust understanding of the needs of leaders in adult care provider organisations, particularly in relation to embedding, assessing and sustaining positive organisational cultures and their underpinning principles. The outputs from Phase 1 will include a set of evidence-based proposals setting out what an effective future support service for nurturing positive cultures could look like. Phase 1 is not included within the scope of this tender. Its findings will be shared with the successful supplier/s upon contract award and will directly inform the work commissioned through Lots 1 and 2. This procurement seeks to commission three accredited Master’s-level paediatric audiology modules, delivered by higher education institutions and mapped to the British Academy of Audiology (BAA) Higher Training Scheme (HTS): Newborn Auditory Brainstem Response (ABR) Assessment; Visual Reinforcement Audiometry (VRA, 6 months+); and Paediatric Habilitation and Family-Centred Care. Lot 1: Newborn Auditory Brainstem Response (ABR) Assessment (£138,000 max value) One provider will be awarded under lot one. Lot 2: Visual Reinforcement Audiometry (VRA) for infants aged 6 months and above (£229,500 max value) Lot 3: Paediatric Habilitation and Family-Centred Care (£262,500 max value) Up to two providers will be awarded under lots 2&3. Places will be split equally between the two supplier, if there is an uneven number of places the first ranked supplier will be given the extra place. If only one supplier is awarded they will be awarded all the places under that lot. Suppliers may bid for more than one lot. This will be a three year contracts with optional 12 month extension. Total funding available is £630,000 This will train up to 420 learners across all lots over the length of the contract. Price per learner per module is a maximum of £1500. The deadline for submission of completed ITQ submissions is 12th June 2026 at 12:00pm (midday). Late submissions will not be accepted therefore, please submit in good time prior to the deadline date and time. All communications should be made via the messaging function on the e-Tendering portal during the tender exercise. The Contracting Authority requests that all communications are channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within this ITQ. The services that this will be achieved through include a 24/7 care staffing presence to respond to unplanned care requests and help engage with the delivery of activities (referred to as the 24/7 Core Wellbeing Service) as well as through the delivery of Planned Care and Support as requested by the individuals residing in the apartments to which the Council holds Nomination RightsWhile City Development manage the building phase of the scheme, responsibility for securing an onsite care provider is managed by the Integrated Commissioning Team in the Adults and Health Directorate. This will be done to the core and add-on approach utilised at other commissioned extra care schemes. Under this approach, the service specification stipulates the nature of the service and the expectations of Leeds Adults & Health (Leeds A&H) in terms of delivery. The service specification does not offer any guaranteed hours, instead it states the potential opportunity for care hours from nominated tenants which would then be paid for through direct payments, managed budgets or from an individual’s own finances. The service to be procured consists of two components: an onsite, core service providing 24/7 cover to offer peace of mind, which includes responding to alarm calls, and; the provision of statutory planned care and support for those individuals who wish to purchase this service from the onsite provider, as opposed to any other care provider options. In terms of the community for the 65 apartments, the scheme will aim to be structured around the balanced community approach
