Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) would like to develop an economically viable energy conservation project that includes: Identify and evaluate solutions to repurpose/decentralize steam production assets for on-site power generation and battery storage, providing black-start capability during power outages. Convert steam mechanical systems to gas and/or electric systems in several of our facility. Investigate HVAC and LED lighting Energy Conservation Measures (ECMs) for several of our facilities. Investigate opportunities to expand facility-related control systems (FRCS) to support smart grid operations distribution network with a Supervisory Control and Data Acquisition (SCADA)-enabled system. Evaluate options to improve water resiliency for critical mission facilities. Construct a smart grid backbone to replace the aging manual electrical distribution system and optimize power generation to improve electrical resiliency across the installation. Hardening the electrical distribution system. This project positions the installation for future smart grid build-outs—including on-site renewable energy systems, battery storage, advanced controls, decentralization, and full steam plant repurposing—while converting lighting systems to LEDs to reduce energy consumption and utility costs. JEB LCFS plans to use a Utility Energy Service Contract (UESC) to implement these requirements at our facilities. We are surveying the interest of all electric, natural gas, and water distribution utilities to provide UESC services at multiple facilities and site (with corresponding utility accounts) within the utility’s franchise service territory. The KC-135 fleet currently lacks engineering-approved, standardized methods for securing critical life-saving equipment, presenting a severe risk to crew safety during emergencies. While the raft position aft of the left overwing hatch utilizes secure, hard-mounted straps, the remaining stowage areas—forward of the left overwing hatch and forward of the aft hatch—rely on non-standard, field-expedient restraints such as passenger seatbelts or cargo tie-down straps attached to troop seat support bars. This lack of standardization introduces two critical vulnerabilities: it risks delaying crew evacuation times due to unfamiliarity with varied tie-down methods, and it leaves the crashworthiness of the rafts unverified by engineering authorities. To mitigate these safety risks while minimizing program cost and scope, the position aft of the right hatch will be eliminated from the aircraft configuration. Consequently, this modification effort seeks to develop and implement a field-level Time Compliance Technical Order (TCTO) to standardize and modify the remaining forward-left and forward-aft raft positions, replicating the robust, hard-mounted strap design currently utilized at the aft-left hatch location.

The Contractor shall provide the necessary labor, materials, parts, facilities and equipment required to disassemble, analyze, troubleshoot, repair, and test assets, assemblies and/or parts that are maintained or repaired under this contract. These services also include alignment, adjustment, calibration, testing, movement, storage and reporting status related services to the repair and return of it to the users. Work performed under this work specification includes all actions necessary to ensure that the repair activity returns the serviceable end item with the same form, fit, function, and testability to the Government, including updating to the latest hardware/software configuration approved and funded by the government. The extent of repair required to assure a serviceable end item efficiently serves its intended purpose shall be determined by the inspection, test, bench check, and required disassembly. Repaired items shall pass all OEM specifications, validated by the special Test Equipment final acceptance test. Any component parts that do not meet specified inspection requirements, or if there is any doubt as to its serviceability or longevity shall be replaced at the Contractors expense. This includes any part requiring replacement due to catastrophic failure, fatigue failure, or normal deterioration.
