National Climate Finance Consultant – EU-SRBC FCCB Accelerator ProjectDescription of the Assignment: The overall objective of the assignment is to support the Government of Papua New Guinea, particularly CCDA and CEPA, to develop a comprehensive, evidence-based, inclusive and implementable National Blue Carbon Strategy, building directly upon the PNG Blue Carbon Policy Roadmap 2025–2028. The National Blue Carbon Strategy will translate the priorities and recommendations of the Roadmap into a coherent national strategic framework with clear objectives, priority interventions, institutional responsibilities, implementation arrangements, financing approaches, targets, indicators and monitoring mechanisms. Specifically, the Consultant will: undertake a consolidated technical, policy, legal and institutional assessment relevant to blue carbon in PNG;translate the Blue Carbon Policy Roadmap into a structured National Blue Carbon Strategy;define strategic priorities, outcomes, targets, actions and institutional responsibilities;strengthen integration of blue carbon into PNGs NDC, REDD+, MRV, national GHG inventory, adaptation, biodiversity and development frameworks;establish strategic directions for a National Blue Carbon Inventory System, data management, mapping and monitoring;strengthen governance, coordination and institutional arrangements for blue carbon;incorporate community rights, customary tenure, FPIC, gender equality and social inclusion, safeguards and equitable benefit-sharing;identify financing and investment opportunities for implementation of the Strategy;develop an implementation, monitoring and resource-mobilisation framework; andsupport national and regional consultation, technical validation and government endorsement of the Strategy.
