Moorfields Eye Hospital NHS Foundation Trust ("MEH"), acting as the contracting authority on behalf of both MEH and the UCL Institute of Ophthalmology ("UCL IoO"), is seeking to procure a provider for the provision of wayfinding and signage services for the new Moorfields and UCL Centre for Eye Health in St Pancras, Camden. The Moorfields and UCL Centre for Eye Health will deliver a new integrated centre for eye care, research and education, bringing together clinical, academic and innovation functions within a purpose-built facility. The development forms part of Project Oriel. The procurement is for the manufacture, supply, project management and installation of a comprehensive internal and external signage and wayfinding package across the development. The scope includes, but is not limited to: - External illuminated and non-illuminated signage - Totems and arrival signage - Internal directional and identification signage - Building and lift directories - Door signage - Braille and tactile signage - Direct-applied graphics and manifestations - Associated artwork, shop drawings, structural coordination and installation services The appointed contractor will be expected to deliver a high-quality, design-led and durable signage solution aligned with the architectural vision for the development, with a strong emphasis on accessibility, inclusive design and coordination with the wider construction and fit-out programme. Manufacture activities are anticipated to commence following contract award, with on-site installation activities expected to commence from approximately February 2027. Building Safety Higher Risk Buildings Works - Framework Agreement

Portsmouth City Council ('the council') is inviting tenders from suitably qualified suppliers for inclusion onto a multi contractor framework that will be used to provide building safety projects for several higher risk residential buildings and a mix of medium to low rise residential buildings within the Portsmouth area. TIERING The framework will consist of up to 6 contractors. This will include a 'Primary Tier' of up to 4 contractors and a 'Secondary Tier' of up to 2 contractors to provide contingency. Should less than 6 compliant tenders be received, then the council reserves the right to establish the framework with a lower number of contractors or tiers. DURATION The Council is aiming to have established the framework by September 2026. Once in place the framework will run for a duration of 4 years extendable by up to a further 2 years in increments to be agreed to a maximum term of 6 years. VALUE & PRICING The value of the framework is estimated to be in the range £60m - £120m over the maximum 6 years based upon Portsmouth City Council's Building Safety Programme for high, mid and low rise works from 2025 to 2030. The framework, although primarily for delivery of projects that cover high rise buildings with higher construction value works, will also cover approximately 30% of the Council's low - medium rise blocks in order to package up phases of work by consideration of geography and/or efficiencies, with the remaining 70% let via other arrangements. Whilst the project and pipeline of works are designed to provide a representation of the likely value of works procured through the framework, the actual values of call offs may vary, hence there is no minimum or maximum values for call-off contracts, and no commitment can be made in this respect. The service uses approximately 780,000 litres of fuel annually across both vessels. Woolwich Ferry operates two ferries linking Woolwich and North Woolwich across the Thames. The ferry is a free service and the vessels used carry pedestrians, cyclists, cars, vans and lorries. TfL are considering a number of fuel types. Alongside the Low-Sulphur Distillate Oil (LSDO), TfL are also considering alternate fuel types subject to specification/standards development and vessel suitability. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD’s ability to derive insights, predict threats, and optimise resource allocation. • The Council’s main offices extend to approximately 50,000 square feet and are occupied primarily as office accommodation between 08:00 and 18:00, Monday to Friday, with some out of hours use. • The building is of traditional construction with stone walls, steel frame elements and extensive glazing. The roof structure comprises timber purlins with slate coverings, alongside glazed atria and areas of flat roof. • Heating is currently provided by a series of gas fired boilers (installed within the last five years) serving a wet central heating system comprising a primary distribution loop feeding smaller bore pipework and conventional radiators throughout the building. • There is a central air handling unit serving two large atria. • Local air conditioning units serve some meeting rooms, the council chamber, and critical areas including the server and network rooms which operate continuously. • Hot water is predominantly generated by local electric water heaters. Existing Energy Infrastructure • In 2024 the Council installed a 150 kW solar PV array alongside approximately 180 kWh of battery storage. • Annual electricity generation from the array is approximately 145,000 kWh. • Grid electricity consumption is approximately 205,000 kWh per year in addition • Gas consumption is approximately 425,000 kWh per year. • Heating demand is strongly occupancy driven, with peaks of approximately 28–34 kW during morning warm up periods and typical daytime loads between 16–24 kW. Project Aim • The Council is seeking to significantly reduce its reliance on gas and improve the environmental performance of the building. • This engagement will help explore viable options for the deployment of heat pump technology and associated system upgrades. • The Council is open to a range of approaches and is seeking a design led solution tailored to the building and its operation as well as the existing plant infrastructure in place.
