The service is critical to the delivery of police and criminal justice processes and will be required on a reactive basis to meet operational demand. The appointed supplier will be responsible for providing all equipment, consumables and associated resources necessary to deliver the service, including printing and copying equipment, paper, toner and other consumables. The service must be delivered from supplier-operated premises that meet the MPS's required security standards and are capable of handling sensitive and confidential information. Staff Personnel involved in the delivery of the service must hold, or be capable of obtaining, National Non-Police Personnel Vetting Level 2 (NPPV2) and Counter-Terrorist Check (CTC) prior to the start of the contract.

The commissioning model will comprise of Local WorkWell Partnerships and a single Essex-wide WorkWell Neighbourhood Work and Health Coach Service, with delivery designed around local government reorganisation footprints and strengthened access at key intervention points, including GP surgeries where Fit Notes are commonly created and maintained. The programme expects to include a WorkWell Assistance Programme that, in combination with Neighbourhood Work and Health Coaches, supports early intervention. The Authority intends to procure the new 'WorkWell Service' provision and award appropriate contracts to suitable, technically capable providers. To award the contracts, the most suitable providers must have demonstrably satisfied the minimum Basic Selection Criteria, including financial and economic standing, and satisfy the Key Criteria assessment and the commercial envelope. The procurement in intended to identify a strategic development partner capable of: - working collaboratively with the landowners to optimise viability, deliverability and value; - promoting and securing a comprehensive and deliverable planning strategy; - coordinating and/or delivering enabling and strategic infrastructure; - facilitating phased development delivery, including potential onward parcel disposals to housebuilders or other delivery structures; and - supporting long-term stewardship and delivery objectives. Trenching, installation, repair, and testing of earthing systems; trenching and installation of service cables; and construction of joint bays at the base of overhead line poles operating on: - Low Voltage (up to 1000 V) - High Voltage (11,000 V) - Extra High Voltage (33,000 V / 66,000 V) networks The Works may include: - Activities undertaken on the Public Highway and where specified, excavation and reinstatement works. Traffic management is to be carried out by National Grid's nominated provider. - Provision of a 24-hour emergency response service, which may include planned standby, unplanned callouts, and response during significant weather-related events. - Completion of all activities in compliance with National Grid Policies and Standard Techniques.
