The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response. The National Road Engineer Advisor to provide substantial technical inputs to support MRD’s PMU in providing implementation, supervision and quality control related to the Component 2 of the project which refers to the provision of civil infrastructure and institutional strengthening in line with the PAD and expected project results framework. Minimum qualifications of candidates are as follows: A Bachelor degree in civil engineering. Minimum 10 years of relevant technical and operational experience in roads or bridge design, cost estimation and preparation of tender documents, supervision of roads and bridges works implementation in public or private sectors. Minimum 5 years’ experience as team leader/deputy team leader/ advisor of the road project. Minimum 5 years of prior experience working in international development / donor-funded infrastructure projects. Previous experience in providing training and mentoring.
