The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to American Association for Laboratory Accreditation for services for which the Government intends to solicit and negotiate with only one source under the authority of 12.102(a) (FAR -RFO) and 41 U.S.C.3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Contractor: American Association for Laboratory Accreditation Description of product/service: Laboratory Testing and Research Accreditation Assessment Services Capability: CDC and ASHRAE guidance recommend ISO/IEC 17025 accreditation by an accrediting body with expertise in environmental Legionella testing. Of the three U.S.-recognized accrediting bodies (A2LA, IAS, and UAF), only A2LA routinely maintains assessors with specialized expertise in environmental Legionella testing. IAS and UAF confirmed they do not routinely provide this capability and recommended A2LA. International providers were determined to be cost prohibitive due to assessor’s travel costs. Therefore, A2LA is the only responsible source capable of meeting the Government’s requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Overview Hydrofluoric acid (HF) is used across petroleum refining, semiconductor manufacturing, glass processing, pharmaceutical synthesis, mineral processing, and laboratory research, among others. Despite established handling protocols, accidental skin or surface contact remains a persistent hazard — compounded by HF's unusual toxicological profile: at low concentrations, early-stage contact produces no pain, burning, or visible irritation, while damage to subcutaneous tissue and bone progresses silently before symptoms appear. This technology introduces a UV-fluorescent tracer additive created froma xanthene powder.. The additive is designed to remain chemically inert while enabling workers to survey skin, clothing, or surfaces using a UV light source after handling. Fluorescence indicates contact, supporting immediate decontamination and first aid before acid penetrates tissue. The approach is intended as a complementary detection layer alongside existing personal protective equipment and engineering controls. Industry Need Current HF safety practice relies on prevention: chemical-resistant PPE, engineered containment, and procedural controls. These measures reduce exposure frequency but do not eliminate the risk of accidental contact, particularly in production environments or during equipment maintenance. No field-deployable method currently exists for workers to confirm the absence of skin or surface contact after an HF-handling task. This project is intended to inspect and maintain six (6) Chiller units, three (3) Cooling Towers in the fall andsummer of every year and conduct Eddy Current Testing every third (3rd) year of the contract. The data and results of this survey will be used to identify deficiencies in Chiller units and Cooling Towers system, in order to prevent systems failures in accordance with all applicable National, Air Force, State and local building codes and regulations. This work will consist of supplying/furnishing all labor, materials, tools, equipment, reports, and expenses necessary to accomplish the work described below in compliance with the Commonwealth of Massachusetts Building Code and Massachusetts General Law requirements, state and federal codes, base standards and manufacturer's instructions.
