Through a Notice of Intent, The Queenstown Lakes District Council is advising interested parties of the intention to go to market to attract suppliers for wilding conifer harvest planning and harvest operations on reserve land up Te Tapunui Queenstown Hill The opportunity The successful contractor will be required to deliver end-to-end harvest services, including but not limited to: Phase 1: Comprehensive harvest planning Phase 2: Harvest operations The harvest of wilding conifers across 109 hectares of reserve land on Queenstown Hill is a key step in a high-profile Wilfire risk reduction and ecological restoration programme. The Te Tapunui Queenstown Hill Reserve Restoration Management Plan (2025), available online, details the restoration activities and includes an overview of harvest management zones and anticipated harvest methods.
C-27-002 QLDC Parks Bridge Replacements

QLDC has undertaken an assessment of the bridges via their professional services provider, including the Anniversary Loop Bridges in Arrowtown, Waterfall Creek in Wanaka and the Hawea Trail Bridge. This revealed that the existing structures fail to meet current structural requirements and provide an insufficient level of service. They are at the end of life and require full replacement. No site visits will be arranged as part of this RFP process; however, the sites are public and respondents are encouraged to undertake their own site visits.
C-26-104 Upper Clutha Active Travel Wayfinding Design

QLDC has funding to improve signage for active travel routes around the Upper Clutha. The goal is to establish a consistent signage approach as the active travel network grows throughout the district. Current signage is ad hoc, and QLDC seeks proposals from experienced consultants to investigate and design wayfinding signage that improves usability and accessibility. Similar work has been completed in Queenstown, and this previously completed work will form the foundation for works in the Upper Clutha part of the district. Physical works of sign installation will be completed under a separate tender of works.
Speed Limit Analysis - REQUEST FOR INFORMATION (RFI)

Speed limit reductions were implemented within the Queenstown Lakes District under the Speed Limit Bylaw 2019, with urban speed limits reduced from 50 km/h to 40 km/h from 2019. The study aims to evaluate the outcomes of these changes. The study will focus across the district within the urban area subject to the 40 km/h speed limit, over a 6 year period. The purpose of this study is to quantify the safety and operational impacts of the speed limit changes and assess whether the changes have contributed to improved road safety outcomes. Analysis periods: • Pre-change: 2017–2019 • Post-change: 2023–2025
Economic Analysis of the roles, Function and Relationships of the Centres within the Queenstown Lakes District

This project seeks to engage suitably qualified experts to deliver an up‑to‑date economic assessment of the hierarchy, roles, functions, and interrelationships of centres and commercial and business zones across the Queenstown Lakes District. The assessment will respond to growth pressures and changes that have occurred during QLDC’s staged review of the Operative District Plan since 2015, examining how centres currently operate both individually and as a network, how they compete with or complement one another, and their capacity to accommodate future demand. While the core of this work is an economic analysis, it must be underpinned by planning expertise to ensure that findings are appropriately interpreted within a statutory and strategic planning context. In particular, the work will need to translate economic evidence into outputs that are directly relevant to the proposed District Plan provisions, future plan changes, the Spatial Plan, and that respond to central government direction, including the Resource Management Act 1991, the National Policy Statement on Urban Development and the National Planning Standards. The resulting evidence base must therefore be both economically robust and practically applicable within a planning framework, supporting the development of a coherent, resilient, and well‑functioning centres hierarchy. It is anticipated that the successful consultant will bring experience at the intersection of economics and planning, including a strong understanding of both strategic and statutory planning processes, and the role and function of centres within the Queenstown Lakes District.
QLDC Chipseal, Microsurfacing & Asphalt 26/27

This procurement is for the chipseal (110,000m2), asphalt (28,000m2) and micro surfacing (12,000m2) components of the QLDC Forward Works Programme for the 2026 -27 financial year. Additionally, there is one Structural asphalt site (3000m2) on Fernhill Road that is being included in this contract for efficiencies of delivery and scale of the combined asphalt work. The scope of the work is described in the attached tender documents, including the Specifications and key components of which include: a) Site assessment and treatment design; b) Texturising or pre-levelling of the existing surface where required; c) Supply of materials, plant and labour to construct various types of surfacing including (but not limited to) chipseal, asphalt, slurry and cape seal; d) Sweeping and pavement marking with reflectorised paint; e) Supply of information for RAMM inventory updating; f) Supply of texture measurements and chip retention results prior to the end of the Defects Notification period. g) Raising of Service Lids h) Milling of existing surfaces and pavements i) Supply of materials, plant and labour to construct full depth AC pavement (Fernhill Road).
C-26-220 Wānaka Roundabout Package

As part of the LCLR Minor Works Programme QLDC has been considering improvements to key intersections within Wanaka. One such intersection is the Golf Course Road – Ballantyne Road intersection. This is the main project within this tender, however, the intersection of McDougall Street and Brownstown Street has also been proposed for improvements. Given potential interaction between the two intersections, particularly in terms of possible detour routes, the two projects have been combined into one tender. QLDC’s main focus is to deliver the Golf Course Road – Ballantyne Road Intersection prior to the end of the current 3 year programme on 30 June 2027. The proposed roundabout will also serve the future connection to the Three Parks development via a currently unnamed road. The roundabout is proposed in an elongated (peanut) form due to land restrictions, and will accommodate pedestrians on all arms and cyclists both on- and off- carriageway. To reduce entry and exit speeds ramps are proposed on all arms. As part of the works overhead power lines will be adjusted, and a section of a new watermain will be installed. Improved stormwater management will attenuate design flows in underground soakage tanks. The second project is to complete the proposed roundabout McDougall/Brownston St. QLDC is seeking a Contractor who has the resources and capability to manage and deliver both projects effectively.
3 Waters Operations & Maintenance Contract 2027

Through this Notice of Intent (NoI), the Queenstown Lakes District Council (QLDC) advises that the C-25-169 3 Waters Operations & Maintenance Contract 2027 tender process remains on hold while Council reconsiders its procurement approach in conjunction with the establishment of the proposed Water Services Council-Controlled Organisation (WSCCO). Council anticipates providing further formal advice in late August or early September 2026.
