The Naval Air Warfare Center Aircraft Division (NAWC-AD) is releasing Request for Quote (RFQ) N6833526Q1183 on a competitive basis for a Firm-Fixed-Price (FFP) contract to procure Peculiar Support Equipment (PSE), as detailed in the attached solicitation and associated documents. This effort is for the manufacture and delivery of quantity of one (1) Concentrator Test Set Type: TTU-518/E (PN: 1779AS500-2, NSN: 4920-01-429-8089). This item is for the F/A-18 E-F Program in support of VFC-204 stand up. It is the Government's intention to issue a sole-source, firm-fixed price procurement to Cobham, CAGE: 99251. Under authority 10 U.S.C.2304(c)(1) and implemented in FAR 6.302-l(b)(l), to try to develop this “asset" would incur costs that are not expected to be recouped through competition. Any attempt to procure a different part number would require the Government to fund a Preliminary Design Review (PDR) Critical Design Review (CDR) First Article Test (FAT) and Test & Evaluation (T&E) effort for a new vendor. The Government would have to fund personnel to be on the Source Selection Team to review proposals. Any change in form, fit or function would require changes to the existing Integrated Logistics Support (ILS) (technical publications, spares inventory, calibration) which would incur additional costs, estimated to be $125,000 to $200,000 for update. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supported, compatible or interchangeable with the USN-approved configuration. This requirement will be processed under the authority 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Air Warfare Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Fastener Technology Corp. CAGE Code: 58794, for the procurement of a Flaring Tool, P/N T2797-12, NSN: 5120-01-664-3922 for the MQ-4C Triton Unmanned Air Systems (UAS) Program in support of the United States Navy (USN) and the Royal Australian Air Force (RAAF). This Flaring Tool is used to create precise, leak-tight flares on rigid tubing for various fluid systems within the MQ-4C Triton Unmanned Aircraft System. The Government intends to solicit this requirement on a sole-source basis under the statutory authority of FAR 12.102(a), which states, for decisions to restrict competition for acquisitions valuated at or below the Simplified Acquisition Threshold (SAT), to document the decision that only one source is available, and the basis for that decision. Synopsis Land Based Air Conditioner The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to issue an award on a non-competitive basis to HDT Global (Cage 92878) for the Manufacture, Assembly, and Production of a quantity of one (1) Land Based Air Conditioner, Part Number: 197K2000-100, NSN: 4120-01-598-3712 for the E-2D Aircraft. This is a Foreign Military Sales (FMS) Procurement for the Japan Air Self Defense Force (JASDF), E-2D Program under Foreign Military Sales (FMS) Case JA-P-CVT. The Government intends to procure the above items under the authority of 10 USC 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS . All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey, intends to issue a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of the Tail Rotor Balance Indicator, PN: 18D12545-1. This item is in support of the FMS Bahrain and Czech Republic H-1 Programs. The solicitation is being issued as a 100% Small Business Set-Aside in accordance with FAR Part 19. In accordance with the attachments in this solicitation, the submitted proposals must be accompanied by all supporting data and facts used to develop the proposal that are accurate, current, and complete, to allow Government evaluators to make their independent assessments. A proposal received without suffecient supporting data and rationale, such as inadequate cost/pricing data, will delay the procurement award and/or will result the proposal being rejected by the Procuring Contracting Officer (PCO). In the event that the Contractor or any of its subcontractors have non-complying existing deficiencies, the Government requests that these deficiencies be reported to the PCO as soon as they are known.
