Derry City and Strabane District Council seeks to appoint a suitably qualified Service Delivery Partner to oversee Community Hubs to Support Asylum Seekers and Refugees. Asylum Seekers have historically been accommodated within the Belfast City Council boundary for a variety of reasons including to support reporting to the local Home Office and access to immigration legal support. Dispersed accommodation along with a number of hotels being used for contingency accommodation is now being procured outside of Belfast City Council area. Derry City and Strabane District Council area is now a dispersal area outside Belfast for the resettlement of Asylum Seekers and Refugees. The Executive Office provides funding to District Councils to deliver on Community Hubs and support services for Asylum Seekers and Refugees. Derry City and Strabane District Council (DCSDC) previously delivered programmes for Asylum Seekers and Refugees which is outlined below. This Community Hubs Project will build on this work and enhance the services provided for Asylum Seekers and Refugees in the DCSDC area. What the YCS does Established in September 2017 as a distinct part of HM Prison and Probation Service (HMPPS), the Youth Custody Service (YCS) is responsible for the Children and Young People Secure Estate, for children and young people between 10-17 in England and Wales. This includes: • the commissioning and management of outsourced youth custody services and sites; • the operational running of public sector sites; and • placing children and young people who are remanded or sentenced to custody. The Children and Young People Secure Estate is currently made up of four Young Offender Institutions for boys aged 15-17, one Secure Training Centre, eight Secure Children’s Homes and one Secure School. The YCS is dedicated to working with a wide range of central and local government partners and other agencies to improve the life chances for young people, bringing children’s voices into service design and to learning from the latest research and best practice. Vision and priorities HM Prison and Probation Service (HMPPS) protects the public and prevents victims by changing lives. We work with our partners to carry out the sentences given by the courts, either in custody or the community and reduce reoffending by rehabilitating people in our care. The ambitions of the YCS match those of the wider HMPPS, however, given the distinct and often complex needs of our young cohort, we interpret these principles specifically to the children and young people in our care. The YCS’ vision is: “Working together to make sure every child in our care is safe, supported and strives for a better future, to reduce reoffending and protect the public.” The YCS aims to be a provider of high-quality children’s services, where skilled, enthusiastic staff have the tools and capability to work with children in order to meet their individual needs, so that they are better able to lead rewarding, constructive lives upon their release. The Department for Work and Pensions (DWP) is intending to procure new employment support provision for out of work Universal Credit claimants. It will provide personalised and tailored support that is responsive to the needs of individuals and the local area. This will include skills, training and work experience; matching participants with employers through job trials, jobs fairs and job brokering; support with self-employment; intensive and repeated support with applications and interviewing; support in managing health conditions in the workplace; support with travel and childcare; and specialist support (e.g. ESOL, addiction). Support will be available across England and Wales and will be integrated within local labour markets. DWP is co-designing the provision with Mayoral Strategic Authorities to ensure it is tailored to the needs of local labour markets. This notice refers to the procurement of the service in England only. This notice seeks to invite interested suppliers to attend an upcoming virtual Market Engagement event on the 2nd June. To register interest in the event, please follow the steps set out in the Engagement Description section of this notice. Please note, that all key decisions including final programme title, budgets, contract length and dates are yet to be approved through internal governance and therefore may change.
