Criminal Justice Related Drug and Alcohol Referral Service for Adults

The Police and Crime Commissioner (PCC) for Warwickshire invites tenders for the provision of a Criminal Justice Related Drug and Alcohol Referral Service for Adults. The PCC seeks to commission an experienced provider to deliver an Arrest Referral Service across police custody settings in Warwickshire, together with associated substance misuse assessment, intervention and referral services. In addition, the provider will deliver a service within the Leamington Justice Centre courts' setting to offenders who have a history of substance use related problems, the provider will complete court requested suitability assessments for community sentences; and provide information to Court Probation Staff to inform Pre-Sentence Reports. The service will undertake holistic criminal justice substance misuse assessments for individuals in custody who test positive following a Drug Test on Arrest and those who voluntarily engage with the service. Assessments will consider drug and/or alcohol use alongside offending behaviour, health, safeguarding, vulnerabilities and wider social needs, with the aim of identifying appropriate treatment, support and risk management interventions. The service will also undertake suitability assessments for Community Sentence Treatment Requirements, including Drug Rehabilitation Requirements and Alcohol Treatment Requirements. The service will maximise opportunities to identify and engage individuals experiencing drug and/or alcohol misuse at a key point of intervention within the criminal justice system. It will provide early intervention, harm reduction advice, brief interventions, and effective pathways into community drug and alcohol treatment and wider support services. Powys Teaching Health Board intends to undertake a competitive procurement process in early 2027 for the delivery of Out of Hours General Medical Services and medical cover for community hospitals across Powys. The procurement will provide interested suppliers with the opportunity to bid for the provision of these services under a new contractual arrangement, with commencement target date of 1st October 2027. The Health Board is seeking a provider capable of delivering safe, high quality, sustainable and patient-centred services that meet the needs of the Powys population and support wider urgent and unscheduled care pathways. The procurement process will offer a transparent and equitable opportunity for suitably qualified providers to participate. NHS Kent and Medway Integrated Care Board intends to utilise the Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023 to identify a provider for the delivery of a General Medical Services (GMS) contract for Church Lane Surgery, Church Lane, New Romney, Kent, TN28 8ER. The service requires uninterrupted provision of essential primary medical services from 1 December 2026. Providers must be legally eligible to hold a GMS contract and demonstrate the ability to assume full operational responsibility, including workforce, governance, digital and premises readiness, from the required commencement date whilst maintaining continuity, quality and patient access. The estimated annual recurrent baseline value of the service is approximately £1,006,315 per annum. This figure is provided for transparency and planning purposes only and does not represent a fixed annual contract value or a guaranteed level of income. Actual payments will be determined in accordance with the General Medical Services contract, applicable national payment arrangements and the registered and weighted patient list. The estimated total value of £5,031,575 has been calculated using the current estimated annual recurrent baseline value multiplied by an assumed 5-year period for transparency purposes. The proposed GMS contract does not have a fixed contract term and the value stated does not represent a guaranteed contract value or contract duration. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contract is due to end on 31 March 2027, and we are therefore considering future options. The service supports adults entering the criminal justice system who are experiencing drug and/or alcohol misuse issues. It provides advice, information, signposting, and referrals to appropriate treatment and support services. The service is delivered by a Supplier that works closely with police custody staff. Detainees who receive a positive drug test while in custody are referred to the Supplier for a mandatory assessment. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. The outreach model for this service will build on this foundation, targeting populations with historically lower engagement to improve uptake, earlier risk identification and equitable health outcomes across the county. This market engagement event will inform the development of a future NHS Health Checks outreach service for Hampshire that will work alongside the existing general practice-led programme. The ambition is to increase access to cardiovascular disease prevention and early identification of risk factors among residents who are least likely to be reached through traditional healthcare services. Focus will be given to underserved populations, including those with socioeconomic, ethnic and gender inequalities, Gypsy, Roma and Traveller (GRT) communities, carers, those experiencing homelessness, and people employed in routine and manual occupations. The service will be expected to deliver health checks in trusted community settings and workplaces, helping to reduce barriers to access and address persistent health inequalities across Hampshire.

Launched in 2011, the Offender Personality Disorder Pathway (OPD) is a jointly funded partnership between HMPPS and the NHS in England and Wales. It is a long-term change programme that commissions treatment and support services nationally for individuals with some of the most complex mental health needs linked to their offending. Whilst a diagnosis is not required to access services, these needs are characterised as a ‘personality disorder’. Services for people within scope are delivered across prisons, Adult Secure Mental Health Services, and community settings. The OPD is not a single service, but a connected system of interventions, activities, training, and staff support. The OPD Pathway plans to commission a clinical provider for a non-residential OPD intervention service for women in HMP YOI Low Newton. Operating in partnership with HMPPS, the service will provide one of the progressive steps along the pathway for women who present the highest/ most immediate risk of serious harm to others and have the most complex needs who screen into the OPD Pathway. The service is currently commissioned through a service level agreement (SLA) that was established prior to the formal development of the OPD programme. The service in question, currently delivered by an NHS Trust and known as the Primrose Service, will engage with up to 12 women on a static basis at any one time, and a smaller number on a dynamic basis (likely to be around 5 maximum). This is not a residential provision however the women are accommodated together on a specific wing at the prison to provide a psychologically safe milieu during their time in the OPD service. The static provision involves a day treatment model delivered at a specific location in the establishment. The dynamic spaces are in place for outreach work delivered to women on other locations in the prison who either need stabilisation, preparation for access to the static service, or post-intervention work. Pre-market engagement for a potential framework agreement (under the PSR) for services to support dementia care. Countess of Chester Hospital NHS Foundation Trust Commercial Procurement Services seeks to engage with providers with a view to developing a framework agreement for services to support dementia care under the Provider Selection Regime and Provider Selection Regime (Wales), together the PSR. Framework agreements are defined in Regulation 16 of the PSR. Any framework agreement will introduce standardised processes, thus reducing duplication of effort for Relevant Authorities and providers. Ensuring that framework agreement providers meet the highest standards, and facilitating delivery of improvements will improve service-user experience. Ideas under consideration are that a framework agreement will facilitate contracts for services set out in the 'Modern Service Framework for Dementia and Frailty' for the NHS in England as and when this is published, including any similar Service Framework for the NHS in Wales; and/or will facilitate contracts for services to deliver improvement opportunities identified by a Relevant Authority using the Dementia 100 pathway assessment & improvement tool (or an equivalent tool). The purpose of this pre-market engagement notice is to invite providers to help us to develop a framework agreement service specification.
