Short Breaks 2026-2029
Cardiff and Vale University Health Board
Over the past 3 years we have used a third sector organisation to facilitate grants, whilst this has been successful in reaching many groups and unpaid carers, the governance and links to statutory services has been limited and caused a number of challenges. Therefore, a new model for the next 3 years is suggested: Utilise a third sector organisation with established links to unpaid carers to fund: 1. This element should be viewed as a single component with 2 parts: a) A Short Breaks Community facilitator (approx. £40k) to understand the range of services and groups available, including UK, Wales wide and local schemes. They will provide a ‘what matters’ type conversation and be able to link the unpaid carer to existing short break opportunities as well as facilitate small grants/short breaks directly for unpaid carers where appropriate through the conversation. The process for this will need to be developed in collaboration with the unpaid carer Information Advice and Assistance services (in both Cardiff and Vale of Glamorgan). b) To enable the Short Breaks Community facilitator to meet those with the most significant need there will be funding for direct short breaks for unpaid carers through the Short Breaks facilitator (approx. £20k)– this may be to pay for a hotel break, activities, experiences, a hobby or an item which would be deemed a ‘break’ (not household). This may also be to fill an identified gap or need in a local community, for example 10 people in an area need a peer support group so the facilitator will work with other local groups to establish one and may cover associated revenue costs. 2. Funding for 3rd sector grants (approx. £80k) to support the third sector to deliver a variety of offers for unpaid carer in relation to Short Breaks, including but not limited to regular peer-support groups. YPO is establishing a procurement solution to enable Contracting Authorities to commission Children’s and Young People’s Residential Homes delivered within a family‑style setting. The solution will allow Authorities to secure exclusive use of an entire Children’s Home, rather than purchasing individual placements dispersed across a region. The framework is designed to support strategic commissioning approaches that improve outcomes for children, strengthen sufficiency and market shaping, and deliver improved value for money. The model aligns with regional ambitions, including the development of Regional Care Cooperatives, and will facilitate call‑offs at both regional and local levels. The procurement aims to foster long‑term, collaborative relationships between Commissioners and Providers. It seeks to address the differing perspectives, risks, and challenges that influence the delivery of high‑quality homes for Children and Young People. The objective is to secure local, stable, and supportive homes that are embedded within a wider system of wrap‑around provision, enabling improved long‑term outcomes. This represents a shift away from the traditional purchase of individual placements through spot purchasing or standard frameworks. Instead, the framework focuses on commissioning whole homes, ensuring that the home, its staff, and the children living there are supported by coordinated local services. Contracting Authorities will be able to undertake a Competitive Selection Process at call‑off stage, based on their specific requirements. YPO intends to award an open 8‑year Framework Agreement, which will allow new Providers to join throughout its duration, supporting flexibility, market development, and ongoing sufficiency planning.

In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. The Requirement is to procure DEXIS IXS sensors which have already been ‘whitelisted’ for use within existing MOD IT infrastructure. Estimated quantities: 687 units The DEXIS IXS sensor has been MOD directed due to compatibility with existing MOD IT systems. Introducing alternatives would require extensive IT re integration resulting in significant additional cost, delay, and delivery risk. LSL is therefore proceeding via a Direct Award in accordance with the Procurement Act 2023. Under Condition 41, Schedule 5 (Direct Award Justifications), “Changing supplier would create disproportionate technical difficulties, incompatibility risks and Significant delay. “These conditions would apply if an alternative to the DEXIS sensor were introduced. For clarity, the reference to “changing supplier” within the Procurement Act 2023 relates to a change in the OEM, in line with the requirement. Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a Perinatal Mental Health (PNMH) Peer Support Programme for Dads and Male Caregivers. This recommissioning builds on three years of delivery and responds directly to needs identified through the 2023 Early Years Start for Life Consultation, where fathers and partners highlighted gaps in support during the perinatal period. The aim of this programme is to help all new and expectant dads and male caregivers make the transition to parenthood as smooth as possible, with a strong emphasis on: • sensitive and attuned caregiving • positive early parent–infant relationships • good mental wellbeing for babies and their families

The procurement was divided into 5 lots and covered the following areas: Lot 1: Vale of the White Horse (East) Lot 2: Vale of the White Horse (West) Lot 3: West Oxfordshire (South) Lot 4: West Oxfordshire (North) Lot 5: Cherwell East Interested parties could bid for a maximum of two Lots. The FCDO and its Partners across Government (PAGs) (collectively known as the Authority) require Travel Health and Vaccination services for its officers and qualifying dependants (including newborn babies) who are travelling overseas for postings or official business. The aim of this contract is to provide a modern, evidence-based travel health service that provides our officers and their qualifying dependants with travel health advice, travel vaccinations and malaria prophylaxis to allow them to live and travel overseas as safely as possible. The Foreign, Commonwealth and Development Office (FCDO), together with its Partners across Government (PAGs), collectively referred to as the Authority, require the provision of Travel Health and Vaccination services for officers and eligible dependants—including newborns—travelling overseas for assignments or official duties. This contract is intended to deliver a contemporary, evidence-based travel health service that offers officers and their qualifying dependants comprehensive travel health advice, appropriate travel vaccinations, and malaria prophylaxis, thereby supporting their ability to live and work abroad while maintaining optimal safety standards.

This notice invites suppliers to submit tenders for the establishment of an open framework for the provision of Community Accommodation Services (CAS). The framework will be established in accordance with section 49 of the Procurement Act 2023 and will operate as an open framework, allowing suppliers to be admitted at initial establishment and at planned reopening points. CAS comprises the provision of temporary accommodation and associated support for individuals leaving custody or serving sentences in the community. The services support public protection, offender management and resettlement outcomes, including the prevention of homelessness on release. CAS is not intended to provide settled accommodation or replace the statutory duties of local authorities. It operates as a bridge back into the community, proportionate to the level of risk presented. Accommodation is the core service, with varying levels of support depending on service type. The light touch open framework agreement is the first in a series of light touch open framework agreements that the Authority intends to award as part of an open framework scheme established pursuant to section 49 of the PA 23. The open framework scheme will have a maximum overall term of up to 8 years. The indicative term of each light touch open framework within the open framework scheme will therefore be as follows: 1. Light touch open framework one – 2 years with an option to extend up to 1 year (i.e. up to a maximum term of 3 years); 2. Light touch open framework two – 1 year with options to extend in increments of up to 1 year up to a further 3 years (i.e. up to a maximum term of 4 years); 3. Light touch open framework three – 1 year with options to extend in increments of up to 1 year, providing the overall term of the series of light touch open framework agreements does not exceed 8 years. Southampton City Council intends to establish a multi provider Short Breaks, Outreach and Support Framework to improve access to high quality services for children and young people with disabilities aged up to 18 years. The proposed Framework will include two Lots: Lot 1 - Care Support and Community Outreach This Lot covers personalised care and support delivered in the home or community. Services will help children and young people with disabilities to develop independence, access their community, and maintain their wellbeing, while supporting family stability. The service will include personalised care and community based support, including personal care, delegated health tasks, communication and independence building programmes, behaviour support, community access and, where required, overnight respite. Providers must be able to offer planned, responsive and crisis support across a range of hours. Lot 2 - Specialist Playschemes and Targeted Short Breaks This Lot provides specialist holiday playschemes and targeted short break opportunities for children with substantial or complex needs. These are for children who cannot safely access mainstream provision due to high levels of personal care, complex health needs, autism or behaviour that challenges. Services delivered under this Lot should offer group and community-based activities that support children's social development, independence, wellbeing and enjoyment, while providing families with essential respite. The purpose of the Framework is to deliver consistent, timely, high quality and value for money support, while strengthening family resilience and improving outcomes for children and young people with disabilities. By approving providers onto a single Framework, the Council can quickly match a child's assessed needs with an appropriate supplier, reducing delays and enabling responsive, high quality support across the local area.
