Neurodiverse Environmental Audits

Environment Audit of Low and Medium-Secure Forensic Mental Health Services within the sites of Oxford Health NHS Foundation Trust (Thames Valley and Wessex, Adult Secure Neurodiverse Environmental Audits). As part of alignment with new national standards, Oxford Health NHS Foundation Trust is looking to commission a structured neurodiversity-informed environmental audit. We seek to identify any gaps and priorities for improvement. This may inform new environment recommendations including day to day operation of environments and estate adjustments with an aim to improve experience for our service users. People accessing low- and medium-secure forensic mental health services frequently experience heightened sensory sensitivities and require reasonable adjustments to understand the environment around them (i.e. appropriate signage). This is particularly relevant for individuals who are neurodivergent, including those with autism and / or learning disabilities. The design, layout, and day to day operation of ward environments can significantly influence distress levels, behaviour, engagement in care, and overall outcomes. A poorly adapted environment may exacerbate agitation, anxiety, aggression, withdrawal or seclusion incidents, whilst a well adapted environment can promote feelings of safety, regulation and recovery. Oxford Health is working to improve the experience of people with learning disabilities and / or autism accessing its mental health services and seeks to commission a structured external audit of a specified number of wards across its sites to ensure the environment is neurodiverse-informed and to identify gaps and priorities for improvement.

National Grid requires the provision of comprehensive Asbestos Consultancy, Management, Analytical, Mitigation, Containment and Removal Services across its portfolio of operational and non-operational sites across England and Wales. The services are required across two separate National Grid business units: • National Grid Electricity Transmission (NGET) • National Grid Electricity Distribution (NGED) Suppliers should note that NGET and NGED operate as separate business units and may have differing operational requirements, governance arrangements, systems, processes, standards and reporting requirements. The anticipated term of the framework will be a 4-year initial term with 4 year extension options upon mutual agreement. The services shall support National Grid in fulfilling its duties under the Control of Asbestos Regulations 2012 (CAR 2012), including the duty to manage asbestos, and ensure compliance with all relevant legislation, Approved Codes of Practice and Health and Safety Executive (HSE) guidance. The appointed supplier(s) shall deliver services on both a planned and reactive basis, supporting routine maintenance, refurbishment, demolition, emergency response activities and wider capital projects. All works shall be carried out in full compliance with the Control of Asbestos Regulations 2012 (CAR 2012). Suppliers shall maintain all necessary licences, accreditations, insurances, permits and environmental registrations required to deliver the services. Please note: THIS IS NOT A CALL FOR COMPETITION Background Under recent changes to planning legislation, Worcestershire County Council (WCC) has a responsibility to prepare a Minerals and Waste Plan. We are currently considering how to prioritise the use of internal and external resources to achieve challenging timescales for plan preparation and we may seek to procure professional services to support this. Existing plans The Waste Core Strategy was adopted in 2012 and is likely to need a comprehensive update. Officers have started work on the evidence base and WCC consulted on an early draft of the Waste Needs Assessment in Spring 2026 to inform this process. The extant Waste Core Strategy does not contain site allocations. The Minerals Local Plan was adopted in July 2022. Officers anticipate that much of the strategic direction may remain, however changes will be required to reflect any changes in national and local policy since the plan was adopted. The extant Minerals Local Plan designated “areas of search” but no “specific site” or “preferred area” allocations. Commencing plan preparation under the new system Due to the different ages of the Waste Core Strategy and Minerals Local Plan, different dates apply by which a “notice of intention to commence minerals and waste plan document preparation” under Regulation 44 must be given, and by which Gateway 1 “self-assessment of readiness for minerals and waste plan document preparation” must be published under Regulation 46 to formally commence the 30-month plan preparation timescale: • For waste: o Notice of intention to commence must be given by 31st December 2026 at the latest, o Self-assessment summary (Gateway 1) published by 30th April 2027 at the latest. • For minerals: o Notice of intention to commence must be given by 14th March 2027 at the latest, o Self-assessment summary (Gateway 1) published by 14th July 2027 at the latest. WCC has not yet determined whether the first Minerals and Waste Plan under the 20

The London Legacy Development Corporation (LLDC) intends to establish a new Sustainability, Planning and Development, Actions, and Resilient Knowledge (SPARK) services Framework to support the continued stewardship, regeneration and long-term development of Queen Elizabeth Olympic Park (QEOP), LLDC-managed assets and wider Mayoral Development Corporation priorities. The framework will provide access to specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes. Highways and Infrastructure Professional Services Contract

As many organisations will be aware, Norfolk County Council ("NCC") recently conducted a procurement exercise for its highways professional services contract ("PSC") which it was unfortunately unable to conclude, and therefore it could not proceed to award a contract. NCC is currently reviewing the approach taken to that competition with the intention that it will, in due course, commence a new competition to replace the current PSC Contract, which is currently provided by WSP and expires on or before 31 March 2028 (the "Opportunity"). The intention is that the newly appointed PSC provider will work closely with Kier, NCC's recently mobilised term maintenance contractor (since April 2026). NCC expects that the PSC will provide for professional services relating to topics including but not limited to highways, bridges and structures, travel and transport, spatial planning, economic development and strategy, environment, waste and infrastructure associated with NCC's estate and carbon assessments.
