Provision of National Driver Offender Retraining Schemes (NDORS) for North, South and West Yorkshire Police Forces (309-POL-26)

North Yorkshire Police, South Yorkshire Police and West Yorkshire Police have commenced scoping for the re-procurement of our National Driver Offender Retraining Scheme (NDORS) contracts. The current contracts expire 28th November 2027, and the forces will be undertaking a joint tender exercise to facilitate the award of three new contracts, one contract per force, to one supplier for all three contracts. The three forces are seeking a fully managed service for the provision and delivery of NDORS courses. These courses currently include National Speed Awareness, Safe and Considerate Cycling, National Rider Risk Awareness, What’s Driving Us, Safe and Considerate Driving and National Motorway Awareness. It is likely that a Seatbelt Course will be launched nationally and this will be included as a further training course requirement. Further courses may also be developed during the term of the contract. The successful supplier will be required to hold any such licence or permission, as required by NDORS[SD3.1], to deliver NDORS courses. The supplier will be responsible for all aspects of the course and driver administration i.e. course bookings, client invoicing/payments, the venue, vehicles (SCD only), suitably qualified driver trainer presenters, secure data processing, data transfer on the Driver Offender Re-training Scheme (DORS+) system, complaints management/resolution. Suppliers will be required to offer provision for both online and classroom-based courses in a variety of locations with sufficient capacity to enable courses to be booked and completed within 120 days. The location and capacity of venues must be flexible and adapt to force specific requirements throughout the duration of the contract. The supplier will be required to maintain a range of performance management information for evaluation at regular contract review meetings.
