Invitation to Bid For Establishment of Pump Irrigation Projects within the Provinces of Oriental Mindoro, Marinduque, and Romblon (Package 1) IB No.: R4B-26-10-002 1) The National Irrigation Administration MIMAROPA Regional Office, through the GAA CY 2026 intends to apply the sum of One Hundred Eighty-One Million Four Hundred Eighty-Four Thousand Eight Hundred Nineteen and 32/100 Pesos (PHP 181,484,819.32) being the Approved Budget for the Contract (ABC) to payments under the contract no. R4B-REGION-EPIPMOMAROP1-196M-CY2026-003 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The NIA MIMAROPA Regional Office now invites bids for Establishment of Pump Irrigation Projects within the Provinces of Oriental Mindoro, Marinduque, and Romblon (Package 1). Completion of the Works is required Three Hundred Sixty (360) Calendar Days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from NIA MIMAROPA Regional Office, Brgy.
