… Republic of the Philippines Province of Eastern Samar CITY OF BORONGAN Invitation to Bid IMPROVEMENT OF COVERED COURT AND CONSTRUCTION OF BARANGAY CULTURAL STAGE, BARANGAY CABONG, BORONGAN CITY, EASTERN SAMAR 1. The City Government of Borongan, through the Barangay Development Fund, Office of the Mayor MOOE, Annual Budget 2026, intends to apply the sum of Two Million Nine Hundred Ninety Nine Thousand Five Hundred Ninety One Pesos and Forty Centavos only (Php2,999,591.40) being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement of Covered Court and Construction of Barangay Cultural Stage, Brgy. Cabong, Borongan City, Eastern Samar. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City Government of Borongan now invites bids for construction of stage, bleacher chair, repair of purlins. Completion of the Works is required One Hundred Five (105) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4.
