The City Government of Borongan, through the Office of the Mayor – Capital Outlay: City Development Fund Program, Annual Budget 2026, intends to apply the sum of Seven Million Nine Hundred Ninety Nine Thousand Eight Hundred Sixty Three Pesos and Eighty Centavos only (Php7,999,863.80) being the Approved Budget for the Contract (ABC) to payments under the contract for Rehabilitation of Existing Road with Slope Protection, Brgy. San Grgorio, Borongan City, Eastern Samar. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City Government of Borongan now invites bids for propose of slope protection with road rehabilitation. Completion of the Works is required One Hundred Twenty (120) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4.
