Republic of the Philippines Province of Pangasinan MUNICIPALITY OF MANAOAG REQUEST FOR EXPRESSION OF INTEREST FOR THE CONSULTANCY SERVICES IN THE FORMULATION OF POBLACION, MANAOAG URBAN MASTER PLAN AND UPDATING /REVIEW OF THE COMPREHENSIVE LAND USE PLAN (CLUP) MAINSTREAMED WITH CLIMATE DISASTER RISK ASSESSMENT (CDRA) OF THE MUNICIPALITY OF MANAOAG, PANGASINAN 1. The Municipal Government of Manaoag, Pangasinan, through the CY 2026 20% Development Fund, intends to apply Four Million Five Hundred Thousand Pesos (PHP 4,500,000.00), being the Approved Budget for the Contract (ABC), to payments under CONSULTANCY SERVICES IN THE FORMULATION OF POBLACION, MANAOAG URBAN MASTER PLAN AND UPDATING/REVIEW OF THE COMPREHENSIVE LAND USE PLAN (CLUP) MAINSTREAMED WITH CLIMATE DISASTER RISK ASSESSMENT (CDRA) OF THE MUNICIPALITY OF MANAOAG, PANGASINAN (Project Identification No. MPG-CS-2026-10-68). 2. The Municipal Government of Manaoag, through its Bids and Awards Committee (BAC), invites eligible consultants to submit expressions of interest and short-listing documents for the preparation/updating of the municipality-wide CLUP, Integrated Zoning Ordinance, Ecosystem-CDRA and sectoral studies, and the Poblacion Urban Master Plan, with GIS mapping, stakeholder consultations and technical support for plan review, as specified in the Terms of Reference. 3. Expressions of Interest and short-listing documents must be received through manual submission at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan on or before October 22, 2026, 1:00 P.M. The BAC will open the submissions at October 22, 2026, 1:15 P.M.. at the same venue. Services shall be performed within eight (8) months from the receipt of the Notice to Proceed, with review by external agencies addressed under the contract conditions. 4.
