CLARK DEVELOPMENT CORPORATION CLARK FREEPORT ZONE, PHILIPPINES INVITATION TO BID The Clark Development Corporation (CDC), through its Bids and Awards Committee (BAC), invites suppliers to bid for the hereunder project: Name of Contract : Operation and Maintenance of Three (3) Units CDC 69kV Substations Location : Clark Freeport Zone, Philippines Approved Budget for the Contract : Php18,713,500.00 (VAT Exclusive) Brief Description : • 24 hours / 7 days a week Operation and Monitoring of CDC owned substations, Clark 69kv Sending End Substation, Texas Instruments (TI) and SFA Semicon Philippines (SSPC) 69kV Equipment • The uprooting of herbs/weeds/grasses inside the three (3) units substation switchyards including the disposal of generated grasses into CDC’s dedicated disposal area. • The trimming/pruning of vegetation along the right of way of the 69kV transmission lines of TI and SSPC including the hauling and disposal of generated debris into dedicated CDC’s disposal area. • Recording of data of dissolve Gas Analysis (DGA) of the eight (8) units Power Transformer thru On-Line DGA monitoring system. • Preventive Maintenance Services (PMS) of Substation Equipment of the three (3) units CDC Substations. Contract Duration : Three Hundred Sixty-Five (365) calendar days Mode of Evaluation : Lowest Calculated and Responsive Bid Prospective bidders should have experience in undertaking a similar completed project with an amount of at least 50% of the proposed project for bidding. The Eligibility Check/Screening as well as the Preliminary Examination of Bids, shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted. All particulars relative to Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of Republic Act No.12009 and its Implementing Rules and Regulation.
