Republic of the Philippines Province of Davao Oriental Municipality of Banaybanay Bids and Awards Committee (BAC) 2nd Floor, Municipal Hall, Poblacion, Banaybanay, Davao Oriental Region XI, Philippines INVITATION TO BID Procurement for the Construction Materials Required for Concreting of Drainage Line Canal at the Municipal Government of Banaybanay Compound, Poblacion, Banaybanay, Davao Oriental (Solicitation Number: GOODS-10-2026-002) The Municipality of Banaybanay, through its 2026 Annual Budget, intends to apply the sum of Eight Hundred Six Thousand Eight Hundred Eighty Pesos (₱806,880.00) as the Approved Budget for the Contract (ABC) for the Procurement for the Construction Materials Required for Concreting of Drainage Line Canal at the Municipal Government of Banaybanay Compound, Poblacion, Banaybanay, Davao Oriental (Solicitation Number: GOODS-10-2026-002). Bids received in excess of the ABC shall be automatically rejected at bid opening. Delivery of the goods is required within thirty (30) calendar days from receipt of the Notice to Proceed. Bidders must have completed, within two (2) years prior to the deadline for submission of bids, a contract similar in nature and complexity to the Project. Eligibility requirements are contained in the Bidding Documents, particularly Section II – Instructions to Bidders. Bidding shall be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion, as prescribed under RA 12009 and its Implementing Rules and Regulations (IRR). In accordance with RA 5183, bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or corporations with at least sixty percent (60%) Filipino ownership. Foreign entities may participate only if their country grants reciprocal rights or privileges to Filipino citizens.
