REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Republic of Mozambique NAME OF PROJECT: Mozambique Safer Roads for Socio-Economic Integration Grant No.: IDA-E0780 Assignment Title : Management Support for Implementation of Mozambique Transport Portfolio (TACF) Reference No . (as per Procurement Plan): MZ-PMU-538763-CS-QCBS The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds towards the payment for consulting services. The consulting services (“the Services”) is to strengthen the capacity of the Portfolio Coordination Unit (PCU) i.e. (Project Management Unit (PMU)& Project Implementation Unit (PIU’s)), for a period of 2 years, with possibility to extend for another 2 years period. The TACF will act as a technical assistance partner to the PMU — providing advisory support, systems development in planning, procurement, contract management and project handover, environmental and social risks management, tools, and integrated programme controls, advising on claims prevention/negotiation, and on-the-job capacity building to strengthen PMU and PIU performance. TACF will act as a Project Management Office (PMO) with an ultimate goal of supporting the transition from reactive management to a proactive, results-oriented execution model that secures long-term infrastructure sustainability and strategic investment growth.
