The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Resilience, Inclusive, Skills and Equity Project (P179233) and intends to apply part of the proceeds toward payments under the contract [1]for Comprehensive Higher Education Management Information System (HEMIS). This system will serve as a comprehensive digital transformation platform and turnkey solution to modernize all MoHERST operations while establishing The Gambia as a regional leader in higher education management sys tems and will include the installation, integration, training and technical support. 2. The Central Project Coordination Unit of the Ministry of Finance and Economic Affairs now invites sealed Proposals from eligible Proposers for a Comprehensive Higher Education Management Information System (HEMIS). 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement under IBRD Loans and IDA Credits, seventh edition of September2023 revised February 2025, and September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4.
