REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Federal Democratic Republic of Ethiopia Ethiopia Flood Management Project (E-FMP) Grant No. E124-Et Assignment Title : Consultancy Services for the Design, Development, and Operationalization of Impact-Based Flood Forecasting and Early Warning Systems (IBFFEWS) in Ethiopia’s Priority River Basins Reference No .: ET-MOWE-411802-CS-QCBS The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of the Consultancy Services for the Design, Development, and Operationalization of Impact-Based Flood Forecasting and Early Warning Systems (IBFFEWS) in Ethiopia’s Priority River Basins. GENERAL OBJECTIVES: - To design,develop, and operationalize impact-based fluvial and flash flood forecasting and early warning systems for the three priority river basins in Ethiopia, in line with WMO IBF-EWS principles and World Bank good practice. SPECIFIC OBJECTIVES: - • Implement operational fluvial flood forecasting systems using water-level-to-water-level (WL2WL) and hydrological modeling approaches, including model calibration, validation, and performance assessment; • Develop and operationalize an Extreme Rainfall Alert (ERA) system for flash flood early warning; • Integrate meteorological, hydrological, and exposure data into a unified IBF-FEWS platform; • Define impact-based warning thresholds, products, and response guidance; • Strengthen institutional coordination, operational capacity, and sustainability of flood early warning services. SCOPE OF SERVICES : The consultancy comprises nine interrelated tasks, consistent with the upstream the HR Wallingford recommendations.
