REQUEST FOR EXPRESSIONS OF INTEREST Integrated Feasibility, Design Basis, Detailed Engineering Design, Tender Support, and Construction Supervision for Village and MPA Infrastructure (FRAMEWORK AGREEMENT) Country: Republic of Indonesia Project: Oceans for Prosperity - LAUTRA Loan No./Credit No./ Grant No.: IBRD 9498-ID Assignment Title: Integrated Feasibility, Design Basis, Detailed Engineering Design, Tender Support, and Construction Supervision for Village and MPA Infrastructure Reference No. (as per Procurement Plan): ID-MMAF-552746-CS-QBS The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Oceans for Prosperity - LAUTRA , and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the delivery of end-to-end technical services across the sequence of subproject validation, feasibility confirmation, preparation of Design Basis Reports, preparation of procurement-ready Detailed Engineering Design packages, support during tendering, and supervision during construction and handover. The overall assignment shall be implemented through a phased and rolling portfolio approach rather than a rigid linear sequence across all subprojects, recognizing the realities of remote locations, weather constraints, survey requirements, and procurement timelines. The assignment shall be delivered through Framework Agreement with Call-off Contracts, under which the Consultant selected in the primary procurement, based on the technical merit and capacity to deliver expected Services, where assignment period is expected to be approximately eighteen months, with extension possible subject to project needs, financing, and performance . The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest. The Directorate General of Oceans Management now invites eligible consulting firms (“Consultants”) to indi
