MANITOBA LIQUOR AND LOTTERIES CORPORATION NEGOTIATED REQUEST FOR PROPOSAL REFERENCE NO. 27-NRFP-76393 ENTERPRISE RESOURCE PLANNING (ERP) Solution, Implementation, and Transformation Services Manitoba Liquor and Lotteries (MBLL) is seeking proposals to deliver a commercial off-the-shelf ERP application along with full implementation and transformation services. The selected proponent will be responsible for end-to-end delivery, including business process re-engineering, benefit realization support, solution design, configuration, integration, data migration, testing, deployment, organizational change management, training, and post-implementation support. In addition, MBLL may seek managed services after the post-implementation period. The term of any resulting agreements will be 8 Years with 2 additional 1 year options. The project focuses on MBLL’s core finance and supply chain capabilities (referred to as ESMR Foundation – Finance & Supply Chain or “ESMR Foundation”). It serves as a foundation for anticipated modernization of other ERP systems within the corporation in future years. The solution must align with MBLL’s governance, security, and architectural principles, while emphasizing standardized, out-of-the-box functionality and minimizing customization. MBLL will retain ownership of the transformation, with the proponent accountable for delivery execution and outcomes. A strong emphasis is placed on measurable business benefits, operational improvement, and long-term sustainability. The proposal is to be submitted in English. Background Constructability Peer Review services are required for a two-sited project - the new Runnymede Healthcare Centre Post Traumatic Stress Injury Centre of Excellence for First Responders – a first of it’s kind facility in Canada. Station No. 3434 – Outpatient Clinic – 56,000 SF Station No 3434, a six-story outpatient clinic planned just minutes from Runnymede Healthcare Centre in Toronto, will serve as the central hub for PTSI and occupational stress injury treatment. It is anticipated to offer: Individual, group, and family therapy Concurrent care for mental health and addiction Peer support and alumni programs Personalized care plans and virtual care options This facility will provide flexible, client-centered services tailored to the recovery journeys of First Responders and frontline healthcare workers. Caledon Recovery Centre – Residential Facility – 59,500 SF Located on a serene, forested site in the Region of Peel, generously allocated by the Region, the Caledon Recovery Centre will provide a tranquil environment for intensive rehabilitation. Planned features include: 40 residential beds for clients requiring extended support Programming combining psychotherapy, outdoor activities, and wellness amenities Unique facilities such as a woodworking shop, and fitness spaces. This facility will offer a holistic, restorative environment designed to support the physical and mental healing of First Responders during their recovery journey. Manitoba Public Insurance, Request for Tender #153 Elevator and Escalator Preventive Maintenance Services Manitoba Public Insurance wishes to retain a Vendor to provide and perform all full inclusive elevator and escalator preventative maintenance services in cityplace located at 234 Donald Street and 266 Hargrave Street, Winnipeg, Manitoba. The preventative elevator and escalator maintenance services are inclusive of all parts and supplies required and are described in detail in this RFT and it’s Schedules (collectively, the “Services”), as more fully described in the RFT. *There is a size limitation on bid submissions of 20 MB per file. Multiple files may be submitted. Mandatory Site Visit: It is mandatory that the Vendor, or a Representative of the Vendor, attends a site visit to examine the scope of the Service Requirements and the existing conditions (“Site Visit”). A maximum of two (2) people per Vendor shall attend. Prior to the Site Visit Vendors should confirm their attendance by email to the email address listed in, and in accordance with Section 6.03. The Site Visit shall be held on Thursday, May 28, 2026, starting at 10:00 am local time at the Cityplace Security Desk on the main floor at 234 Donald Street, Winnipeg, Manitoba, as more fully described in the RFT. The final date for submissions is June 18, 2026 at 4:30 PM (CT). Other dates of significance are contained within the body of the RFT.

The Government of Manitoba is inviting proposals from qualified Vendors to provide comprehensive Employee and Family Assistance Program (EFAP) services for eligible employees and their immediate family members. The required services include counselling, intake and assessment, crisis and critical incident response, prevention and early intervention programming, workplace supports, reporting and governance, and related services, as detailed in Appendix B – Scope of the Deliverables. Vendors must demonstrate the ability to deliver services across Manitoba, including urban, rural, remote, and northern locations, using a combination of in-person, telephone, and virtual service delivery models. This RFP is being issued through MERX. Vendors must review all solicitation documents and submit their proposals electronically in accordance with the submission instructions. All inquiries regarding this RFP must be submitted in writing to bids@gov.mb.ca only. Vendors must include the subject line: “EFAP RFP 30608 – Inquiry” in all correspondence. Manitoba will not respond to questions submitted through any other method or directed to any other contact. This procurement is subject to applicable trade agreements, including the Canadian Free Trade Agreement (CFTA) and the New West Partnership Trade Agreement (NWPTA). DESCRIPTION OF THE PROJECT EllisDon Corporation (EllisDon) as the Design Builder has been contracted by SkyAlyne Canada Limited Partnership to provide design services and constructability oversight to complete the design of the Future Aircrew Training (FAcT) Program infrastructure at three sites across Canada. The infrastructure will support training of personnel, storage and maintenance of aircraft, as well as accommodation facilities for personnel. The three sites are as follows: CFB Moose Jaw (15 Wing) near Moose Jaw, SK CFB Winnipeg (17 Wing) near Winnipeg, MB Southport Aerospace Centre Inc. (SACI) Near Portage la Prairie, MB The design process is ongoing, and EllisDon will soon begin engagement with interested Organizations consisting of trade contractors, vendors, and suppliers. SCOPE AND SEQUENCE OF THIS PROJECT Project construction is conditional on the project receiving approval to proceed from the Government of Canada. Description of Work at CFB Winnipeg (17 Wing): Construction of a new training, simulators, and hangars facility. The new 10,500 square meter two-story building will be a non-combustible construction type. The office/classroom block will house the classrooms, lockers, auditorium, offices, meeting rooms and staff support functions.
