Summary of the Opportunity This Request for Bids (RFB) provides the opportunity for interested individuals and organizations to submit bids to the National Park Service (NPS) to lease NPS property for residential use (single family) at Minute Man National Historical Park under the following general terms and conditions. See attached “Draft Lease” for complete terms of occupancy. Property Offered for Lease Stow-Hardy House The Stow-Hardy house is located at 965 Lexington Road, Concord, Massachusetts, 01742. It is approximately 2,400 Sq. Ft with 3 bedrooms and 2.5 bathrooms and is situated on an approximately 0.4-acre landsite. The colonial style home was built circa 1786 and has been completely restored and renovated while retaining its original central arch chimney, oak timber framing, cedar shingle roof, and historic siding. The house has had significant mechanical upgrades including new plumbing, septic, heating, and electrical systems as well as a new smart washer and dryer. The kitchen features new stainless-steel appliances and a central island with farmhouse sink. The historic Battle Road Trail is located nearby, behind a mature Black Walnut grove. The trail is used year-round and provides the opportunity for various outdoor activities and connects the historic towns of Concord and Lexington. Uses of the Leased Property This lease is most suitable for low-impact, non-transient, residential occupancy of the house. The lessee is authorized to use the property as an occupant of the house and must be willing to become a part of the National Historical Park’s relationship with the public by maintaining the historic and well-tended appearance of the structure and grounds. In accordance with the attached draft lease, the lessee is responsible for all utilities and routine maintenance. The lessor will perform basic maintenance of the property as described in the lease. The Western Area Power Administration (WAPA) is issuing an RFI as a means of conducting market research to obtain information from companies with the capability to provide galvanized steel substation structures and lattice towers. There are multiple WAPA sites eligible for delivery of these steel structures located throughout the following states: Arizona, California, Colorado, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, South Dakota, Utah, and Wyoming. Delivery points for the steel structures will be in surface storage areas adjacent to all-weather roads. The contractor is required to have relevant industry knowledge and experience in fabrication of structural steel components and structures. The contractor must have established fabrication, welding, inspection, galvanizing, quality assurance and quality control shop practices. Engineering and drafting services are required for design and shop drawings. Skilled labor is required for welding, fabrication, and galvanizing. Individual delivery orders vary from single lattice tower pieces, substation equipment supports, platforms, multiple complex substation structures, and complete microwave towers. The contractor shall be able to cut, bend, fit up, and weld steel plates, shapes, tubes, and bars. Fabricators must be able to operate and maintain heavy duty equipment including a press break, drilling machinery, plasma cutting table, seam welding, and have the ability to galvanize large components (approximately 5 ft x 5 ft x 35 ft). Delivery must be provided across WAPA's footprint. Executive Summary: Background & Objective The U.S. Air Force has a critical requirement to support the Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) by maintaining the operational readiness of the Missile Guidance Set (MGS) to meet warfighter requirements. Specifically, this effort supports the repair line for the Pendulous Integrated Gyroscopic Accelerometer (PIGA) Float Assembly. The PIGA Float is a critical and precise sub-assembly that serves as the heart of the PIGA instrument, enabling it to measure missile acceleration. Each MGS contains three separate PIGA instruments (each housing a PIGA Float). Without this critical component, the ICBM would cease to function properly. The PIGA Float repair effort is a continuous operation necessary to avoid mission degradation. Quality control and precision engineering are paramount due to the strategic importance of the MMIII weapon system. The contractor must maintain stringent quality assurance protocols to guarantee that each repaired PIGA Float meets the rigorous military specifications. 2. Scope of Work The contractor shall provide the necessary personnel, facilities, and expertise to support the PIGA Float Assembly repair line. SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Power Control Module (PCM), NSN 6130-01-523-3338, Part Number MT57M1177-1 and High Bandwith Assembly (HBA), NSN 1095-01-523-5767, Part Number MT57M1165-1. ITEM DESCRIPTION The PCM and HBA are components of the BRU-57/A (BRU- Bomb Release Unit) Smart Bomb Rack used on the F-16 Fighter. The PCM serves as the primary electrical power management, conditioning, and distribution hub for the BRU-57/A Smart Bomb Rack system. The HBA is the communication link for the BRU-57 bomb rack. It routes high-speed data between the F-16 and two smart weapons. The BRU-57/A PCM and HBA were developed specifically for use on the F-16 C/D aircraft with military unique requirements. The BRU-57/A is a MIL-STD-1760 capable, multiple-carriage, vertical-ejection Bomb Rack. The BRU-57/A provides side-by-side carriage and release of two 14-inch suspension stores. IMPEDIMENT TO COMPETITION The original equipment manufacturer for this item is L3Harris (CAGE 82340) previously EDO LLC. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, L3Harris is the only known source with adequate knowledge of the BRU-57 performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to L3 Harris for the manufacture of the BRU-57 PCM and HBA in support of the F-16C/D program. The Regional Maintenance Center at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is conducting market research to determine industry capability and interest in performing the maintenance, repair, and preservation of YON-322. Work will be accomplished at the Contractor's facility. The Government is seeking responses from sources that can perform the following work. Geographical Area of consideration: To facilitate proper government oversight, the facility shall be located in the Puget Sound, WA region. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA. YON-322 • Length: 199 FT • Width: 54 FT • Height: 15 FT • Age: 21 YRS • Hull Type: Steel • Draft: 3 FT • Full Displacement: 2,848 L Tons • Light Load: 706 L Tons Scope Overview: Coordinate with the Contracting Officer, via the Contracting Officer’s Representative (COR) to deliver the vessel from Manchester Fuel Depot to the Contractor’s facility. Dock, wash, and clean exterior surfaces of the vessel upon docking. Replace zinc anodes on hull / Skegs. Accomplish preservation to Underwater Hull, Freeboard, Main deck, Deck house, Cargo piping and all deck fittings. Clean non-skid located Main deck, Deck house top and Cargo deck. Remove, clean and install Rubber fenders. Modify existing Piping eliminate Aft Flow Meter and insert spool. Accomplish Ultrasonic test measurement and visual inspection of the hull, Main deck, Cargo deck and Deck house top. Open, Clean, Pump and maintain clean and dry each tank/void. Inspect tanks/voids for defects. Replace Navigational lights with new LED light fixtures. Refresh Exhaust Muffler for Yanmar and Main Engine. Replace Solar Panels.
