(Filling Purpose) Vanuatu Affordable and Resilient Settlements Project RESQUEST FOR EXPRESSION OF INTEREST (REOI) Assignment Title: Administrative Assistant Reference No . VU-MLNR-545529-CS-INDV Project Code: P173278 Background A long-term vision of the Government of Vanuatu (GoV) is to provide potable water, sanitation, roads, drainage and electricity to low-income households for the largest number of citizens. To address this, the International Development Agency of the World Bank Group is supporting the GoV with the Vanuatu Affordable and Resilient Settlements Project (VARS). Aims of the Project include developing a phased, 10-year, risk-informed Land Development and Investment Strategy (LDIS) for the Greater Port Vila area with an estimated population of 114,000 people, almost 40 percent of the country’s population. VARS also will support GoV to prepare a five-year action plan to implement phased settlement upgrading (SURP) of the 23 existing informal settlements in the Greater Port Vila area. To build towards these two interdependent medium-term platforms, the Project will implement on-the ground selected investments and associated institutional, and policy strengthening measures to pilot and set policy precedents for new land development and in situ settlement upgrading. This includes: (a) basic area upgrading of four informal settlements (Ohlen Mataso, Seaside, Tokyo and portion of Anamburu); (b) developing a 10 ha ‘sites-and-services’ (greenfield) lower-middle income residential area subdivision; (c) expansion or rehabilitation (as required) of off-site infrastructure focusing on flood management and mitigation; and (d) implementing measures for transformative institutional capacity strengthening of responsible Government of Vanuatu and sub-national agencies for planning, financing, and implementing the 10-year LDIS and 5-year SURP in partnerships with communities and the private sector. Jamaica FDGT/PG/CON/1.4- Feasibility Study on Government Digital Payment Services Platform In advancing the national VISION 2030 Jamaica goals, the Government of Jamaica (GOJ) recognizes that a prosperous Jamaican economy (Pillar 3) with empowered citizens (Pillar 1) requires a resilient, robust and efficient digital infrastructure, serving as the foundation for modern, digital government services. The build-out of a national digital service framework is essential to reposition government services around citizens’ needs - shifting from a model that requires citizens to come to government to one where government is digitally available anywhere, in a simplified, secured and accessible manner. In April 2024 the World Bank Group (WBG) conducted a Digital Economy Assessment (DEA) of Jamaica’s digital landscape. The purpose of the DEA was to identify gaps and make recommendations on policy, strategic and operational issues across Six (6) pillars; digital infrastructure, digital public platforms, digital financial services, digital businesses, digital skills and the trust environment. The findings revealed, among other things, the need to: Strengthen institutional capacity and accelerate the implementation of the data privacy/data protection framework; Improve the affordability of internet services by, inter alia , strengthening competition in the telecommunications market; Address certain barriers that currently impede the inclusive and productive adoption of digital technologies; and Continue the modernization of the digital financial services ecosystem. Considering the foregoing and following discussions with the WBG and other Government entities, it was proposed in July 2025 to develop a Foundation for Digital Government Transformation (FDGT) programme. Jamaica FDGT/PG/CON/1.2- Conduct Market Analysis and Develop TOR to Propose Reforms to Improve DFS Accessibility In advancing the national VISION 2030 Jamaica goals, the Government of Jamaica (GOJ) recognizes that a prosperous Jamaican economy (Pillar 3) with empowered citizens (Pillar 1) requires a resilient, robust and efficient digital infrastructure, serving as the foundation for modern, digital government services. The build-out of a national digital service framework is essential to reposition government services around citizens’ needs - shifting from a model that requires citizens to come to government to one where government is digitally available anywhere, in a simplified, secured and accessible manner. In April 2024 the World Bank Group (WBG) conducted a Digital Economy Assessment (DEA) of Jamaica’s digital landscape. The purpose of the DEA was to identify gaps and make recommendations on policy, strategic and operational issues across Six (6) pillars; digital infrastructure, digital public platforms, digital financial services, digital businesses, digital skills and the trust environment. The findings revealed, among other things, the need to: Strengthen institutional capacity and accelerate the implementation of the data privacy/data protection framework; Improve the affordability of internet services by, inter alia , strengthening competition in the telecommunications market; Address certain barriers that currently impede the inclusive and productive adoption of digital technologies; and Continue the modernization of the digital financial services (DFS) ecosystem. Currently, F4JII & F4JIII are being implemented by DAI on behalf of the Ministry of Finance & Planning (MoFP) and funded by the World Bank (WB). The project includes three main interventions: the Investment Co-Financing Facility (ICF), the Development Impact Bond (DIB), and the Emergency Response Program (ERP). Under the ICF, F4J co-finances private sector investments following detailed due diligence, financial and economic analysis, and business planning. To date, 22 investment projects have been supported. The ERP focuses on strengthening the resilience of SMEs in the West Bank affected by the current crisis, particularly in agribusiness, food processing, agriculture, input supply, import substitution, and light manufacturing. It aims to sustain businesses and protect jobs, with 40 SMEs supported so far. The DIB component includes training activities that require enhanced monitoring of social safeguards to ensure compliance with World Bank environmental and social standards. This award program has 2 categories: The Japanese Award for Outstanding Research on Development (ORD) Competitive research grant program that identifies and funds outstanding research proposals that have a high potential for excellence in research and clear policy implications for addressing development issues. The Japanese Award for Most Innovative Development Project (MIDP) Competitive grant program that supports Non-Governmental Organizations (NGOs) to recognize the innovative approach of their projects. The first prize winner is also eligible to compete under the Japan Social Development Fund for an additional grant of up to US$ 200,000 to pilot their innovative work at a larger scale. Objective of the assignment The Global Development Network wishes to recruit a consultant to undertake a two-day communications training for the 12 finalists from both categories (ORD and MIDP) of the Global Development Awards Competition 2021.
