What the YCS does Established in September 2017 as a distinct part of HM Prison and Probation Service (HMPPS), the Youth Custody Service (YCS) is responsible for the Children and Young People Secure Estate, for children and young people between 10-17 in England and Wales. This includes: • the commissioning and management of outsourced youth custody services and sites; • the operational running of public sector sites; and • placing children and young people who are remanded or sentenced to custody. The Children and Young People Secure Estate is currently made up of four Young Offender Institutions for boys aged 15-17, one Secure Training Centre, eight Secure Children’s Homes and one Secure School. The YCS is dedicated to working with a wide range of central and local government partners and other agencies to improve the life chances for young people, bringing children’s voices into service design and to learning from the latest research and best practice. Vision and priorities HM Prison and Probation Service (HMPPS) protects the public and prevents victims by changing lives. We work with our partners to carry out the sentences given by the courts, either in custody or the community and reduce reoffending by rehabilitating people in our care. The ambitions of the YCS match those of the wider HMPPS, however, given the distinct and often complex needs of our young cohort, we interpret these principles specifically to the children and young people in our care. The YCS’ vision is: “Working together to make sure every child in our care is safe, supported and strives for a better future, to reduce reoffending and protect the public.” The YCS aims to be a provider of high-quality children’s services, where skilled, enthusiastic staff have the tools and capability to work with children in order to meet their individual needs, so that they are better able to lead rewarding, constructive lives upon their release. The Authority developed a reuse facility that enables us to reduce waste and provide valuable commodities for resale at reasonable prices. A facility has been constructed on the Penallta Industrial estate, which helps the Authority redistribute resources and help to improve its waste resource management performance. CCBC aims to publish an open tender to establish a contract between the Authority and the preferred partner. The fundamental purpose of the tender is to secure a partner to operate the repair & reuse shop at the facility located next to the household waste and recycling centre (HWRC) located on Penallta Industrial Estate, South Road. The Authority seeks to promote the sale of salvaged/reusable items across Caerphilly County Borough and wishes to promote reuse and repair efforts. The Authority will work with the partner to explore and develop these opportunities where appropriate.

Holiday Activities with Food Schemes Framework 2027-2031

This project is for the tender of an Open register of suppliers for the provision of funded Holiday Activities and Food Schemes (HAF). The Department for Education (DfE) funded Holiday Activities and Food (HAF) Programme will deliver healthy free holiday activities for benefits-eligible Free School Meal children. Programme guidance includes an opportunity for the Authority to use 5% of projected budget underspend on half-term holiday periods. The DfE HAF programme aims to ensure there are quality schemes that result in children and young people: • receiving healthy and nutritious meals • maintaining a healthy level of physical activity • being happy, having fun and meeting new friends • developing a greater understanding of food, nutrition, and other health-related issues • taking part in fun and engaging activities that support their development. • feeling safe and secure • getting access to the right support services • returning to school feeling engaged and ready to learn Families can also benefit, when HAF providers include their needs in planning and delivering their programme. This could be through: • providing opportunities to get involved in sessions, eg cookery classes • ensuring they are signposted towards other sources of information and support, such as health services or employment and education opportunities The local authorities’ additional aims for the Programme are: • to have outstanding signposting support for participating children and their families • to have genuinely inclusive provision with no child turned away due to their additional needs • to strengthen partnership working within local areas • to increase prosperity by encouraging recruitment of local workers The HAF Programme is targeted towards children and young people who attend school, aged 4-16, in receipt of benefits-related free school meals.
