Request for Proposals “Wine/Canna Mom” Focus Groups

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) in preparation for a public education research project on the topic of alcohol and cannabis use among mothers in Manitoba. The purpose of the RFP is to solicit proposals from qualified research organizations (“candidates”) to conduct focus group research to more deeply understand mother’s behaviours related to alcohol and cannabis use (sometimes referred to as “wine moms” or “canna moms”), particularly how they may use these products to cope with motherhood and associated stressors (“project”). The LGCA requires a total of eight (8) focus groups with a total of six (6) to eight (8) participants per group. Two (2) of the groups must be held in-person in Winnipeg. The scope of the work includes developing screening guides, reviewing and providing feedback on a discussion guide, recruiting participants, booking meeting space, moderating the focus groups, recording focus groups, verbatim transcription, conducting qualitative coding and thematic analysis of transcripts, and providing an eight (8) to ten (10) page written report summarizing key themes and findings. The successful candidate (“consultant”) will work closely with the LGCA to ensure the highest possible caliber of research. The consultant must complete the project by October 14, 2026.
