DESCRIPTION OF PROCUREMENT The University is conducting an RFP for Medical Science Building - Supply & Delivery of Air Compressor Unit. The procurement is anticipated to involve negotiation. An electronic auction is not anticipated. ADDRESS AND FINAL DATE FOR SUBMISSIONS Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/opportunities/110427 on or before September 9, 2026 at 2:00:00 p.m. local time. The submissions will not be opened publicly. CONDITIONS FOR PARTICIPATION The procurement is subject to the following conditions for participation. The Evaluation Criteria and weightings to be applied are as follows: Technical Submission Stage 1 – Mandatory Requirements (Pass/Fail) The following requirements will be evaluated on a Pass/Fail basis: Schedule E - RFP Proposal Technical Response and Reference Form BACnet MS/TP or BACnet/IP communication Compliance with Equipment Sizing Requirements Compliance with manufacturer imposed software, firmware, controller lockouts restrictions Proponents must achieve a Pass rating on all Stage 1 requirements to proceed to Stage 2. Stage 2 – Technical Evaluation (50 Points) A minimum passing score of 32.5 points out of 50 (65%) is required to advance to the Financial Evaluation stage. Technical criteria include: Quality of Goods – 15 points Preliminary Shop Drawings – 10 points Warehousing Services – 5 points Past Performance – 5 points Service Approach – 5 points Schedule & Lead Times- 10 Points Total Technical
