Country Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank for the implementation of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services. The consulting services (the “Services”) include the provision of comprehensive PR and strategic communication support for the INSON Project, aimed at raising public awareness, promoting social services, building trust in the social protection system, and supporting the implementation of reforms in this area. Under the assignment, the Consultant will provide a full cycle of communication support, including strategy development, content creation, implementation of information campaigns, media relations, digital communications, as well as monitoring and evaluation of the effectiveness of communication activities. The scope of services includes, inter alia: conducting a communication audit and stakeholder analysis; developing a strategic communications plan and project visualization; preparing and disseminating communication materials (articles, video materials, infographics, social media); organizing and conducting media events and information campaigns; introducing behavioral communication approaches and reducing stigmatization; monitoring communication results and preparing reports; developing and conducting a capacity-building program for the PR and communications team of NASP.
