Below is a summary of the work to be performed: The Expert will provide strategic technical advisory support to MTIC, the National Policy Expert, and the ILO throughout the review and revision of Uganda’s MSME Policy. The assignment will focus on strengthening the analytical and methodological approach, providing international benchmarking and comparative policy insights, and ensuring integration of global good practices into the policy review process. The Expert will contribute to an evidence-based MSME diagnostic using available data sources, analyse MSME trends and characteristics, and provide recommendations on key areas including productivity, formalization, decent work, innovation, digitalization, access to finance, skills, and entrepreneurship. The Expert will provide technical guidance and quality assurance for the Regulatory Impact Assessment (RIA), SME Test application, draft policy documents, implementation arrangements, and monitoring and evaluation frameworks. The Expert will also participate in face to face and online consultations and workshops, providing technical inputs, facilitating knowledge exchange, and supporting capacity strengthening of MTIC and stakeholders on MSME policy development and RIA methodologies. The national consultant will support the international consultant in conducting a granular assessment of social protection capacities in the OPT, needed to progressively realize a universal social protection vision and sustain a social protection floor under crisis conditions. The consultant will provide field-based and nationally anchored support, including collecting and translating national laws, policies and administrative data; conducting field visits, key informant interviews and surveys; organizing stakeholder consultations with government, social partners and civil society; and providing national inputs and contextual review of deliverables, including the Strategic Capacity Development Plan (SCDP).
