Contexte Le Gouvernement de la République de Djibouti, à travers l’Agence Nationale des Personnes Handicapées (ANPH), met en œuvre le Projet d’Amélioration de l’Inclusion des Enfants Vulnérables Handicapés (PAIEVH), financé par le JSDF à travers la Banque mondiale. Conformément aux exigences de la Banque mondiale, le projet doit disposer d’un Manuel d’Opérations définissant les dispositions techniques, administratives, financières, fiduciaires et organisationnelles nécessaires à sa bonne mise en œuvre. L’ANPH dispose déjà d’un projet de MOP, qui doit être revu, harmonisé et complété, avec une attention particulière aux procédures administratives, financières et comptables. Dans ce cadre, l’ANPH souhaite recruter un consultant individuel chargé de cette mission. Fonctions et responsabilités Sous la supervision du Coordinateur du projet, le consultant sera chargé d’analyser le draft existant du MOP, d’en identifier les écarts et ajustements nécessaires, de proposer une structure consolidée, de réviser et finaliser le MOP, et d’élaborer le manuel des procédures financières et comptables. Il devra également intégrer les commentaires de l’ANPH et de la Banque mondiale et produire les versions finales validées des deux manuels. Qualifications, expérience et compétences requises Le consultant devra répondre aux critères suivants : être titulaire d’un diplôme universitaire d’au moins BAC+5 en économie, gestion de projet, finances, comptabilité, administration ou domaine équivalent ; justifier d’au moins cinq (5) ans d’expérience confirmée dans la gestion, la planification ou l’évaluation de projets financés par la Banque mondiale ou d’autres bailleurs ; avoir une excellente maîtrise des procédures administratives et financières des projets ; avoir une excellente maîtrise des exigences de la Banque mondiale en matière de procédures administratives et financières ; avoir une expérience avérée dans la révision ou la rédaction de manuels d’opérations ou de guides de procédures
