MANITOBA LIQUOR AND LOTTERIES CORPORATION NEGOTIATED REQUEST FOR PROPOSAL REFERENCE NO. 27-NRFP-76393 ENTERPRISE RESOURCE PLANNING (ERP) Solution, Implementation, and Transformation Services Manitoba Liquor and Lotteries (MBLL) is seeking proposals to deliver a commercial off-the-shelf ERP application along with full implementation and transformation services. The selected proponent will be responsible for end-to-end delivery, including business process re-engineering, benefit realization support, solution design, configuration, integration, data migration, testing, deployment, organizational change management, training, and post-implementation support. In addition, MBLL may seek managed services after the post-implementation period. The term of any resulting agreements will be 8 Years with 2 additional 1 year options. The project focuses on MBLL’s core finance and supply chain capabilities (referred to as ESMR Foundation – Finance & Supply Chain or “ESMR Foundation”). It serves as a foundation for anticipated modernization of other ERP systems within the corporation in future years. The solution must align with MBLL’s governance, security, and architectural principles, while emphasizing standardized, out-of-the-box functionality and minimizing customization. MBLL will retain ownership of the transformation, with the proponent accountable for delivery execution and outcomes. A strong emphasis is placed on measurable business benefits, operational improvement, and long-term sustainability. The proposal is to be submitted in English. It is anticipated to offer: Individual, group, and family therapy Concurrent care for mental health and addiction Peer support and alumni programs Personalized care plans and virtual care options This facility will provide flexible, client-centered services tailored to the recovery journeys of First Responders and frontline healthcare workers. Caledon Recovery Centre – Residential Facility – 59,500 SF Located on a serene, forested site in the Region of Peel, generously allocated by the Region, the Caledon Recovery Centre will provide a tranquil environment for intensive rehabilitation. The preventative elevator and escalator maintenance services are inclusive of all parts and supplies required and are described in detail in this RFT and it’s Schedules (collectively, the “Services”), as more fully described in the RFT. *There is a size limitation on bid submissions of 20 MB per file. Provision of Employee and Family Assistance Program (EFAP) Services.
Public Service Delivery
The Government of Manitoba is inviting proposals from qualified Vendors to provide comprehensive Employee and Family Assistance Program (EFAP) services for eligible employees and their immediate family members. The required services include counselling, intake and assessment, crisis and critical incident response, prevention and early intervention programming, workplace supports, reporting and governance, and related services, as detailed in Appendix B – Scope of the Deliverables. Vendors must demonstrate the ability to deliver services across Manitoba, including urban, rural, remote, and northern locations, using a combination of in-person, telephone, and virtual service delivery models. This RFP is being issued through MERX. Vendors must review all solicitation documents and submit their proposals electronically in accordance with the submission instructions. All inquiries regarding this RFP must be submitted in writing to bids@gov.mb.ca only. Vendors must include the subject line: “EFAP RFP 30608 – Inquiry” in all correspondence. Manitoba will not respond to questions submitted through any other method or directed to any other contact. This procurement is subject to applicable trade agreements, including the Canadian Free Trade Agreement (CFTA) and the New West Partnership Trade Agreement (NWPTA).
