Le pays dispose également d’énormes réserves minières de fer, de cuivre et d’or qui ont été prouvées et d’importantes réserves en minéraux essentiels à la transition énergétique identifiés, tels que le nickel, le cobalt et le lithium. Ces potentiels constituent de grandes opportunités de développement durable pour le pays. Pour aider la Mauritanie à tirer profit de ces opportunités, la Banque mondiale s’est engagée à financer une série de projets, intitulées « Projet de Développement des Ressources Energétiques et appui au Secteur Minier (DREAM) ». Les services de consultants comprennent entre autres la conception, réalisation et analyse d’un sondage de satisfaction auprès des usagers des services départementaux des domaines, du cadastre et des affaires foncières du Mfoundi et du Wouri ; afin d’évaluer le niveau de satisfaction des usagers du point de vue : (i) de l'efficacité, à travers le respect des procédures réglementaires, la pratique de délais raisonnables et la fiabilité du traitement des demandes ; (ii) de la transparence, appréciée à travers l’accessibilité de l’information, la clarté des démarches, la traçabilité des dossiers et l’absence de pratiques informelles; (iii) du coût des procédures, incluant la perception des frais officiels et des charges connexes supportées par les usagers, ainsi que leur adéquation avec la qualité du service fourni.
