The purpose of this technical assignment is to develop specific and substantiated recommendations for the implementation of a centralized model, in which: • Assessment of the need for centralization based on the study of the current situation; • Organizational and legal options of the centralized model; • Business Process Reorganization (BPR); • Distribution of roles and responsibilities; • Control and compliance mechanisms; • Organizational structure and operational model; • Comprehensively analyzed and evaluated. At the same time, within the framework of this technical assignment, it is envisaged not only to consider several possible options for a centralized model, but also to develop a unified recommendation for the model recognized as the most optimal in the conditions of Uzbekistan, including a clear justification of its legal form, management structure, accountability chain, and financing mechanisms.
